Question 1: Budget: Has a budget or cost range been established for this project? If so, could you share it with us.
Answer 1: $900k-$1,050,000.
Question 2: Eligible Participants: Who are the eligible participants in the case study/survey and training portions of the project (e.g., organizations that have completed projects, organizations that were successful in the application stage but never completed a project, tribes that applied but were not successful, non-tribal CDEs, investors, and lenders who want to or have provided capital in Indian Country)?
Answer 2: The case studies will explore past NMTC investments in Native Areas and the role of the tribal government, tax credit investor, leverage debt provider, QALICB and Allocatee in those investments. Per the Performance Work Statement, the survey, “…will develop a distinct survey instrument for each party in the NMTC investment. For example, the Contractor will develop a set of survey questions for the Native QALICB project sponsor that are distinct from the survey questions for the tribal government representative, the Allocatee, the leverage debt provider, and the tax credit investor.” By analyzing the case studies from various angles, the CDFI Fund and Vendor will be able to identify potential best practices that various stakeholders can use to overcome the challenges to successful NMTC investment in Native Areas.
The criteria for who may be eligible to attend the NMTC Technical Workshops will be determined by the CDFI Fund as stated on page 5 of the Performance Work Statement and will focus on Native CDEs, Native CDFIs, and other Native Entities. No prior participation in the NMTC program will be required to participate in the NMTC Technical Workshops.
The Best Practice Workshops will target a broader audience as described on page 5 of the Performance Work Statement: “The Contractor will use the survey findings and the Survey Report to inform workshops for stakeholders involved in NMTC investments in Indian County, including representatives of tribes, Alaskan Native Villages, Native Hawaiian organizations, Native CDFIs, Native CDEs, non-Native CDEs, banks and tax credit investors.”
Question 3: Travel: Whose travel costs are to be included in the contractor's travel budget for this project (e.g., contractors, trainees, other participants)?
Answer 3: The Contractor should include travel costs in its budget for participants and key staff members that are needed to ensure effective administration of the Technical Workshops. The Contractor should also plan to complement in-person attendance by using technology. See highlighted text below from the Performance Work Statement
III. NMTC Technical Workshops
b. Conduct a Minimum of Two (2) NMTC Technical Workshops: These workshops may be delivered either online, or in-person. The CDFI Fund will have significant input on the NMTC Technical Workshops. This includes the ability to: (1) determine the number of workshops; (2) decide how they will be delivered; (3) determine the location; and (4) who will be invited to attend. If applicable, the CDFI Fund may also set aside funding for the following groups to attend in-person workshops: (1) Native Entities: (2) Contractor;
and (3) CDFI Fund staff. The CDFI Fund will only plan to cover in-person attendance for individuals that it determines need to be present in order to ensure the effective administration of the Technical Assistance Workshops and will review, approve and may deny funding for individuals that are deemed not to be essential to this task. Lastly, Contractor will evaluate the effectiveness of the workshops by having participants complete a post-workshop evaluation.
V. Best Practices Workshops
c. The CDFI Fund will determine the number and location of workshop(s). The CDFI Fund may set aside funding for in-person workshops, if applicable, for the following groups to attend: (1) Native Entities: (2) Contractor; and (3) CDFI Fund staff. The CDFI Fund will only plan to cover in-person attendance for individuals that it determines need to be present in order to ensure the effective administration of the Best Practices Workshops and will review, approve and may deny funding for individuals that are deemed not to be essential to this task.
Question 4: Workshops: Does the budget assume one- or two-day workshops? Will the workshops be the same substantive content, or will there be one for CDEs that are prepared to receive investment and a different one for tribes or CDEs that need preparation information?
Answer 4: Per the Performance Work Statement, there will be a minimum of two (2) 1 day workshops and the option for an additional Best Practices Workshop. The two workshops described in section III. NMTC Technical Workshops will be identical in content. The additional Best Practices Workshop(s) will have distinct content from the NMTC Technical Workshops that reflects the best practices and lessons learned from the survey findings and Survey Report. The Best Practices Workshop(s) will also be 1 day unless the CDFI Fund and Contractor find a compelling reason for extending it to more than 1 day.
Question 5: Required Points/Stages of CDFI Fund Approval: At which stages in the project will the contractor need to seek approval of materials, content, etc. from the CDFI Fund? Has the time required to receive approval from the CDFI Fund or responses to contractor inquiries been factored into the required timeline of this project? If not, can the CDFI Fund suggest a standard amount of time to be used for proposal purposes?
Answer 5: The CDFI Fund expects to work collaboratively with the contractor in developing all materials, training content, etc. discussed in the Performance Work Statement. The CDFI will ultimately review and formally approve final versions of each deliverable. The time required to review and approve has been factored into the general timeline. However, the contractor may suggest updates to the timeline based on previous experience managing similar projects. The CDFI Fund will consider any suggested updates and determine whether or not to adopt them.
Question 6: Level of Contractor Control in Determining Case Studies and Developing Training Material: What degree of independence will the contractor have in identifying appropriate subjects for the case studies and in developing training materials that meet the needs identified thought the early tasks in this project? Will the CDFI Fund retain sole control over these decisions? Or will there be a balancing of contractor decision-making informed by its research activities and CDFI oversight?
Answer 6: As stated in the PWS item II (b), the Contractor will recommend 18 to 20 QALICBs for Case Studies that the CDFI Fund will review. The CDFI Fund will select 9 QALICB Case Studies. The Contractor may note compelling reasons for selecting a sub-set of the 18-20 recommended QALICBs. The CDFI Fund expects to work collaboratively with the contractor in developing all materials, training content, etc. The contractor will have an opportunity, after the CDFI Fund has provided input, to work independently. However, the work product will be subject to CDFI Fund review and approval. The CDFI Fund expects to provide feedback and have input on any and all final deliverables and will not approve, until required updates are made and the CDFI Fund determines it to acceptable.
Question 7: The solicitation is currently due the day after Thanksgiving, which is a recognized holiday for many and with the day preceding Thanksgiving a travel day for many. Would the Government consider extending the deadline three business days, to the following Wednesday, 1 December, to allow contractors to both prepare a comprehensive proposal response and enjoy time with their families?
Answer 7: The deadline to submit proposals is being extended to Friday, December 3, 2021 by
12:00PM (NOON) ET.
Question 8: The RFP states: "The offeror shall certify its business size under NAICS Code 541611 and have an active status in the System for Award Management (SAM) online data base at https://www.sam.gov/ prior to the planned award date of July 15, 2020." Can the government provide an updated Award Date?
Answer 8: Prior to the estimated award date of late January to early February.
Question 9: Please confirm that the resumes provided in "Volume VII. Task Order Key Personnel" are limited to Key Personnel only.
Answer 9: Yes, key personnel only.
Question 10: Is this work, in whole or in part, a recompete of a current contract? If so, please identify the incumbent contractor(s).
Answer 10: This is not for a recompete contract.
Question 11: The government lists the deliverable completion date for the II.(d) Survey Report as "Contractor will complete within eight(8) months of contract execution." Please clarify if the deliverable needs to be completed within ten months or eight months.
Answer 11: There is a typo in the Performance Work Statement. The correct number of months is 8.
