Ques�ons submited in response to DDM Input Management Consultant solicita�on 2033H624R00006
1. QUESTION: Is this a Labor Hour (LH) + Fee contract type or Firm Fixed Price (FFP)?
ANSWER: The award is an�cipated to be a Labor Hour (LH) award based on fixed hourly rates billed according to level of effort/hours.
2. QUESTION: On page 2-44, it indicates (4) Insert por�on of labor rate atributable to profit. 10%. Does this mean 10% fee over the fully burdened rate?
ANSWER: No, the fully burdened rate should include all fees. There is no fee above the fully burdened rate.
3. QUESTION: On page 26-44, Volume 3 (pricing), it states “Offerors shall provide a firm-fixed labor Rate for the Management Consultant Labor Category”. We take this to mean the labor rate is firm but the amount of hours could vary depending on need? Is this an accurate understanding?
ANSWER: Yes, a firm hourly rate is being requested and the number of hours would be based on need.
4. QUESTION: How many hours does the Government an�cipate needing for each fiscal year? For purposes of opera�onal planning, we need an es�mated LOE so we can plan accordingly and ensure resources are available when needed.
ANSWER: The current award was estimated at 879 hours over a 12-month period.
5. QUESTION: Es�mated Travel Costs: Does the Government know how o�en the consultant would need to be onsite? Are there any other travel requirements outside of the DC area?
ANSWER: PLACE OF PERFORMANCE The COR will advise if work is needed at the following Fiscal Service loca�ons:

Under the current contract, the vendor has not had to use any of the funding alloted for travel as most, if not all work may be performed remotely.
6. QUESTION: The requirement is only for one Management Consultant. Please confirm.
ANSWER: Yes, the requirement is only for one consultant.
7. QUESTION: Can you please quan�fy approximately how many hours are needed per week, month, or year?
8. QUESTION: In RFP Page 15 – there are three possible Places of Performance listed, Is it acceptable to work remotely?
ANSWER: Yes, remote work is acceptable.
9. QUESTION: Can we assume that the government will provide GFE (laptop etc.,) needed to perform the work?
ANSWER: Yes, the government will provide the necessary equipment for the fulfillment of this requirement.
10. QUESTION: The request for a management consultant on as needed basis takes �me to search and also to submit a proposal with a con�ngency hire. Can you extend the due date by a few more days 05/22/2024 please.
ANSWER: The submital deadline is being extended to 10:00AM EST on Friday, May 17, 2024.
11. QUESTION: Is there an incumbent on this contract? If so, please provide the incumbent name, current contract number, Period of performance, and value of the contract.
ANSWER: 2033H623P00013 QIF Consul�ng in the amount of $118,665.00 from 5/25/2023 through 5/24/2024.
12. QUESTION: Do you need 3 managers each for the following loca�ons or one manager must cover all these loca�ons? Is there any security clearance required? Is this work can be performed remotely?

ANSWER: Only one (1) consultant is required and will have the ability to work remotely. According to Atachment A – Security Requirements, Sec�on 7.2 Suitability Determina�on, Contractor personnel assigned to this contract, even those who possess a Na�onal Security Clearance shall undergo suitability screening conducted by the Fiscal Service Personnel Security staff. Fiscal Service shall have and exercise full control over gran�ng, denying, withholding, or termina�ng unescorted government facility and/or sensi�ve Government informa�on access for these contractor employees based upon the results of a background inves�ga�on.
13. QUESTION: How many consultants are needed for this project? Are you seeking one consultant or mul�ple consultants?
ANSWER: Only one (1) consultant is required and will have the ability to work remotely.
14. QUESTION: What is the expected number of working hours per week for the consultant(s)?
15. QUESTION: Regarding the consultant(s) loca�on, do they need to visit all three loca�ons specified in the
RFQ, or is remote work a feasible op�on?

ANSWER: No
19. QUESTION: Could you kindly provide the name of the previous contrac�ng company for this posi�on?
20. QUESTION: Addi�onally, I'm interested in knowing the salary range associated with this role.
ANSWER: According to GSA (BUY.GSA.GOV), the hourly rate range for a “Management Consultant” is $98.30 to 197.32 (average $147.81).
21. QUESTION: Is there an incumbent? If so, what is their name, contract number, and contract value?
22. QUESTION: Deadline to submit the Proposal is May 08. Is there a possibility to extend the deadline?
ANSWER: The submital deadline is being extended to 10:00AM EST on Friday, May 17, 2024.
23. QUESTION: Please advise the loca�on of Performance. Is there a possibility of a hybrid work model?
24. QUESTION: Objec�ve/Scope of Work 2 states “provide management consul�ng for part �me development, maintenance.”. Can you please clarify if this means you are looking for a resource to work part-�me?
ANSWER: The expected level of effort is approximately 15 to 20 hours per week.
