Q&A – Amendment 1 Department of the Treasury, Bureau of the Fiscal Service Division of Procurement 2033H620R00006 Securities liquidation for the Funds Management Branch of the Bureau of the Fiscal Service
Vendor(s)’ Question(s) and Government’s Answer(s)
1. Vendor Question: Regarding Attachments B and C, if contractor signature(s) required, do we sign at time of submission of our quotation or time of award?
Answer: At time of award for key personnel and prior to the Contractor and their subcontractor’s personnel beginning work under this contract.
2. Vendor Question: Please clarify precisely what is defined as an "order" in section 52.216-19 (page 8.): Do you define "order" as the principal amount of a transaction or trade, or as the brokerage costs associated with a transaction or trade
Answer: The amount the Government is obligating funds for in relation to the brokerage cost for providing the services under a fully executed order pursuant to PWS Section 11.0 Ordering Procedures Under the Indefinite Delivery Indefinite Quantity Contract (IDIQ). Please also see the amendments to the maximum order amount based on Appendix 1.
3. Vendor Question: In Attachment E—Quotation Instructions, contractual requirements (b), what constitutes proof of a Euroclear account? Will attestation by the contractor be considered acceptable as there is not certificate or license we may furnish verifying our Euroclear accounts?
Answer: A statement the Offeror or their subcontractor asserting the Offeror has a Euroclear account, inclusive of their, or their subcontractor’s Euroclear Account number.
4. Vendor Question:
A. Regarding Attachment D, page 3., item 7, investment bank projects are unique and hourly rates have a range based upon complexity and expertise. May we provide a range of hourly rates and example projects?
B. May we provide examples using a flat fee or percentage-based pricing formula?
Answer:
A. Yes. Offerors can identify one or multiple labor categories and fully loaded labor rate(s) that can be used at the Order Level for quoting a firm-fixed price (fully loaded labor rate(s) multiplied by number of hours to complete work, plus other direct cost and travel cost if applicable) under the resulting contract for performing an investment bank service/project that is more defined by the Government when needed. Please also see PWS Section 11.4(B)(ii)(a).
Regarding calculating the total evaluated price, Offerors shall use the highest quoted fully loaded labor rate based on a unit of one (hour).
This response also applies to Item 9 of Additional Fees.
B. No. The above calculation will be used by the resulting Contractor in determining the price for completing a requested order for Item 7 and 9 of Additional Fees. Please also see PWS Section 11.4(B)(ii)(a).
