VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 01 Eff date 04/23/2018
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C260-20-AP-3011
1. Contracting Activity: Department of Veterans Affairs, Veterans Health Administration, Regional
Procurement Office West, Network Contracting Office 20 on behalf of VISN 20, 653 Roseburg VA Medical Center 2237: 653-20-3-138-0192
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This action is a new requirement and has determined to be urgent. This will be a firm-fixed price sole source award to a small business in accordance with. FAR 6.302-2(a)(2) When the agency’s need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for.
With the emergent effort to have readily available facilities to help combat and treat potential patient infected with the COVID-19 virus. The ZUMRO 600 series shelter will become a negative air pressure isolation station to assist in the ongoing COVID-19 Pandemic. In the event of a COVID 19 surge this would create an additional 8 spaces for beds to treat patients. without enough space may affect patient care and will put patients and potentially the community at higher risk. These resources are essential in ensuring the safety and well-being of the Veterans, families, staff, and community.
1 each ZUMRO Model 600 Shelter System with Air Shelter Model AirLock (Zip-On), Accessories, and
SHINDAIWA 25kVA Generator (20kW) on Trailer.
Estimated Amount: $113,004.98
Estimated Delivery 7/24/2020
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The ZUMRO 600 series shelter will become a negative air pressure isolation station to assist in the ongoing COVID-19 Pandemic. The Zumro 600 series has the unique characteristics of only needing 2 people to inflate within a 6-minute turnaround time frame for this urgent and compelling need of the COVID-19 pandemic. These shelters are needed immediately to support a anticipated surge in support of the COVID-19 pandemic, care for veteran patients, and VA Staff members.
This request is in support of the Presidents declared national emergency in response to COVOD-19 FAR 18.104 Unusual and compelling urgency. Agencies may limit the number of sources and full and open competition need not be provided for contracting actions involving urgent requirements.

VHAPM Part 813.106 Page 2 of 2 Original Date: 08/30/17 Revision 01 Eff date 04/23/2018
6.302-2(b) (1) An unusual and compelling urgency precludes full and open competition; and (2) Delay in award of a contract would result in serious injury, financial or other, to the Government.
4. Description of market research conducted and results or statement why it was not conducted:
Because of the emergent status, limited market research was conducted. Due to COVOD-19, pandemic Rosburg VAMC is in need of inflatable shelter for emergency situations. it is reasonable assumption that only the vendor, Inventory Management Solutions, LLC, can satisfy this requirement.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
