About this file
This file is a Questions and Answers document for the Main Treasury Soffit Painting RFQ (Solicitation Number: 2032H326Q00067). The solicitation addresses a firm-fixed price contract for exterior soffit painting at the Main Treasury building, a five-story structure, using an Epoxy Gray finish coat to match existing conditions. The project involves painting multiple linear feet of soffit on different elevations, including two distinct sections on the south side of the building.
Key requirements and clarifications from the Q&A include: exterior painting only with no downspouts, gutters, or caulking work included; U.S. citizenship as a strict requirement for all workers; no lead or hazardous materials present in existing coatings; contractors have discretion over means and methods for elevated access; no specific color specification or manufacturer requirement, with color matching to existing conditions acceptable during the submittal process; and a lump-sum fixed-price submission with no separate pricing worksheets required. The RFQ is a small business set-aside subject to Department of Labor Wage Determination 2015-4281 dated August 22, 2026. Due to a rescheduled site visit for September 14, 2026 at 10:00 AM, Amendment 2 extended both the questions deadline and RFQ closing date to September 21, 2026 at 10:00 AM EST.

Main Treasury Soffit Painting Q&A
1. Is this scope only for exterior painting?
Answer: Yes.
2. How Tall or what is the bldg. height?
Answer: Main Treasury is five stories above ground.
3. Would there be any interferences within the work area?
Answer: No.
4. Do you have pics of the areas to be painted?
Answer: No. The site visit can show you the soffit to be painting.
5. The RFQ references Attachment 2, Rate Submission Worksheet Price, but the current SAM posting appears to contain only the RFQ and Wage Determination. Is there an Excel pricing attachment that should be submitted?
Answer: No. It is a lump sum fixed price.
6. The scope lists the South Side twice. Is the 320 LF section another side of the building?
Answer: There are two different elevations on the south side. The site visit can show that.
7. Has the existing soffit coating been tested for lead or other hazardous materials?
Answer: Yes, there is no lead or hazardous materials
8. The solicitation states that all workers must be U.S. citizens. Are lawful permanent residents with REAL ID also permitted to work onsite, or is U.S. citizenship strictly required
Answer: No. US Citizenship is a strict requirement.
9. The solicitation specifies "Epoxy Gray" for the finish coat but does not identify a specific manufacturer, product, or color code. Can the Government provide the exact color specification (e.g., Federal Standard 595, manufacturer name and product number, or an existing color sample to match), or is color matching to existing conditions acceptable?
Answer: You are to match existing. This can be determined in the submittal process.
10. Does the Government have a preferred or required method of elevated access (scaffolding, lift, etc.) for the soffit areas, or any restrictions on scaffolding/equipment use at the Main Treasury building given its security and landmark status?
Answer: Means and methods are the subcontractors choice.
11. The Statement of Work does not appear to reference downspouts, gutters, or caulking/sealant work. Can the Government confirm these items are excluded from the scope of this solicitation?
Answer: This is not included in the scope of work.
12. Given the rescheduling of the site visit, will the questions deadline and/or the RFQ closing date of September 16, 2026 at 1:00 PM EST also be adjusted? Please advise if a revised schedule has been or will be issued.
Answer: New due date will be September 21, 2026 @ 10:00 am EST
