About this file
This document contains questions and answers related to Request for Quote 2032H321Q00058 issued by the Internal Revenue Service on behalf of the Federal Insurance Office for terrorism risk modeling software. The software will aid the Federal Insurance Office's administration of the Terrorism Risk Insurance Program and ongoing monitoring of the terrorism risk insurance market. Approximately six federal employees will need access to the application. While a vendor's software may be deployed to the Treasury's AWS cloud environment, the operating environment would be considered external to the vendor's organization for purposes of the solicitation's security requirements. Consent to disclosure under the solicitation's terms and conditions does not apply to any of a vendor's subcontractors.

Terms and Conditions document, Part II, section 2.1 (provisions), under header “IR1052.239-9010 – Information System and Information Security Control Standards and Guidelines Applicability (Jul 2019) .
The document refers to standards applicable to “…operating environments—internal and external to the organization”. Our assumption is that, in the case of a Vendor COTS application being deployed to the Treasury’s AWS cloud environment, the operating environment would be external to the vendor’s organization; i.e., “organization” refers to the vendor, not to Treasury. Can you confirm?
If a COTS application is deployed to the Treasury AWS Cloud, the environment would be external to the vendor's organization.
