About this file

This document is a Justification for Other Than Full and Open Competition (JOFOC) from the U.S. Department of the Treasury's Bureau of Engraving and Printing (BEP). The sole-source contract is for continued Research and Development (R&D) with Rolic Technologies Ltd. to develop advanced overt security features for U.S. currency, specifically a polarization-based counterfeit deterrent system. The procurement is an Indefinite Delivery, Indefinite Quantity (IDIQ) Firm-Fixed Price contract with a four-year ordering period, estimated at $45.7 million, targeting the development of a micro-optical lens array-based security feature with unique optical effects.

The justification emphasizes Rolic Technologies' unique technological capabilities, highlighting that they are the only known source capable of producing the required security feature with high visual effect, difficulty of simulation, and reverse-engineering resistance. The contract represents a continuation of previous technology development efforts, with the ultimate goal of integrating a fully functional polarization-based overt counterfeit deterrent element into U.S. Federal Reserve Notes. BEP has conducted extensive market research, including patent searches, Request for Information (RFI) postings, and vendor conferences, and determined that Rolic remains the most qualified vendor for this specialized currency security technology development.
