Prescription Safety Eyewear Solicitation Number: 2031ZA20Q00167
Questions and Answers
1. Question: Are you able to ensure there will be safe/onsite parking available for the dispensing optician during the night shift on-site visits? We have a dispenser lined up for this bid and the only concern expressed was walking far that late in the evening.
Answer: Parking will be provided on premises. The vendor must supply vehicle description and tag information.
2. Question: Will the BEP consider receiving a quote from a non-profit agency associated or under the AbilityOne program who provides Rx glasses to the VA on the Procurement List?
Answer: No.
3. Question: Due to the mandatory sequestration of federal staff unless essential and social isolation requiring 6 foot proximity for businesses, when does BEP anticipate awarding this requirement and initiating the Period of Performance?
Answer: Once the BEP returns to normal operations and the social distancing mandate is lifted.
4. Question: Stated in Section 1.1 of the PWS, “…. There is a need for an optician to visit the BEP to provide comprehensive optical services (eye examinations excluded). These services include providing a wide variety frames in multiple styles and colors for onsite fitting. In addition, the vendor will manufacture Rx safety eyewear in accordance with the specifications noted on each employee’s Rx.”
a) The awarded business vendor must provide an optician for site visit in DC eight (8) times a year?
Answer: No. The vendor will be required to visit the BEP 6x/year or every other month.
b) The vendor will be a manufacturer of Rx safety eyewear, not a distributor of Rx Safety eyewear?
Answer: The vendor is expected to be the manufacturer and the distributor of the safety eyewear.
5. Question: In Section 2 – Work Elements of the PWS, “BEP has established a $40.00 limit for the cost of all available safety glasses frames. This limit applies ONLY to the cost of the frames.”
a) How does BEP anticipate the costs associated with the Rx lenses to be covered for the eyewear?
Answer: The BEP will pay for the cost of the specified lenses detailed in the PWS.
b) Will the Cost of Rx lens prescriptions be billed as a passthrough to the employees vision plan provider?
Answer: No. The BEP will cover the costs associated with the frames and the manufacture of the safety lenses through a purchase order. However, employees are allowed to purchase a personal pair of non-safety Rx eyewear through their personal insurance provider. This transaction is strictly between the vendor and the employee. The BEP will not cover the expenses associated with personal non-prescription Rx eye wear. All payment for this type of personal transaction is the responsibility of the employee, not the BEP.
6. Question: In Section 3 – Deliverables & Responsibilities, Sections 3.1 (c), (d), (e), - all require a variety of offerings for $40.00 or less in plastic, metal and fiberglass, and may offer options for “a variety of frames over the $40 stipend for purchase at the employee’s expense.”
a) Can BEP clarify this requirement for a Small Business vendor to be a manufacturer of Rx safety eyewear, not a distributor of Rx Safety eyewear and still meet the requirements in the project?
7. Question: I would like to get a clearer understanding as to how many pairs of prescription safety glasses BEP will purchase annually. Paragraph 1.2 indicates that
“The DCF employs approximately 1200 persons and operates 24 hours a day, up to seven days a week. The facility is located at 14th & C Streets., S.W., Washington, DC 20228. As part of its Environmental, Health and Safety (EHS) Program, the DCF requires employees to wear protective safety eyewear when entering and/or working in designated eye hazardous areas.”
It is not clear if all 1200 employees work in the designated eye hazardous area, not does it mention the number of those employees who will require prescription safety glasses. How many pairs of safety glasses will BEP purchase annually?
Answer: Typically, a total of 20-25 employees will require service over all 3 shifts/visit. Over 6 annual visits, the vendor can expect to produce 120-150 pairs of Rx safety eyewear. Please note that this is an estimate, not a guarantee.
8. Vendor requests the government change the NAICS code to 339115 (Ophthalmic Goods Manufacturing), from NAICS code 446130, since the primary cost for the anticipated contract will be for supplies, not services.
Answer: 446130 Optical Goods Stores will remain the primary NAICS code. However, the Government will accept Offerors who identify in SAM under NAICS code 339115. The 446130 code definition is this industry comprises establishments primarily engaged in one or more of the following: (1) retailing and fitting prescription eyeglasses and contact lenses; (2) retailing prescription eyeglasses in combination with the grinding of lenses to order on the premises;
and (3) selling nonprescription eyeglasses.
9. Question: Within the Factor I- Technical Approach and Experience we have the following questions:
a. The solicitation mentions that “Education, expertise, and experience for proposed personnel is verified with a resume, CN, brief.” For staff that haven’t been hired yet is it acceptable to provide the resume and CN brief after contract award?
Answer: All Offerors must identify that they have readily available proposed staffing positions when submitting their quotes - Education, expertise, and experience for proposed personnel is verified with a resume, CN, brief A feasible staffing plan shall be provided that spells out the positions and skill sets, tasks to be performed, hours to be worked and how the plan will facilitate the Offeror's ability to carry out the requirements of the PWS and perform all tasks at a level that consistently meets or exceeds the AQL of the performance standards. At least 75% of proposed staffing positions are filled by personnel who are identified, engaged/hired, and readily available to obtain requisite security clearances and commence work.
b. Please provide the previous contractor’s staffing plan and current staffing levels for fulfilling the prescription safety eyewear needs of the Bureau of Engraving and Printing.
Answer: As this is a competitive requirement, Offerors are to propose a staffing plan for fulfilling the prescription safety eyewear requirements.
10. Question: Please confirm if the past performance questionnaire must be sent to the offerors’ references, with instruction to return the questionnaire to the Bureau of Engraving and Printing. Within Factor II- Past Performance it mentions the offeror should fill out the contact information, but does not mention sending the questionnaire to the references.
Answer: Past Performance Questionnaires (PPQ) shall be submitted from the Offeror's customer directly to the Bureau of Engraving and Printing’s Contract Specialist and Contracting Officer for this procurement as noted in the Solicitation posting. Offerors shall provide the PPQ to their Government agencies for past performance of similar work. The agency completing the PPQ must then email the completed Questionnaire to the designated point of contact noted in the Questionnaire. The Bureau of Engraving and Printing will not accept PPQ completed by Offerors.
11. Question: Factor III- Price mentions Attachment #2 that needs to be completed and submitted with the proposal. Please confirm if there is an additional attachment titled Attachment #2 that needs to be posted on SAM, for the offerors to include with their offer.
Answer: Regarding the reference for Attachment 2 for pricing, Offerors are to use the sample frames spreadsheet titled “Sample Frames Prescription Safety Eyewear.xlsx” and provide frames name and model #, price and any discounts using a table format.
12. Question: Please confirm if wage determination tables or schedules must be submitted along with the quotes.
13. Questions: On the Performance Work Statement (PWS):
a. Within Section 2.- Work Elements, please confirm the following:
i. The number of On-Site Opticians required for the day and evening shifts.
Answer: One optician is required per visit to provide service over all 3 shifts.
ii. Please provide the average number of patients seen in the day and evening shifts, under the current contract.
Answer: Typically, a total of 20-25 employees will require service over all 3 shifts.
iii. Please confirm the square footage, computers, lockable storage space, and other government furnished equipment that will be available to the contractor, and description of the location where the On-Site optician will conduct the visit and fittings.
Answer: During the day shift, the vendor will be located in a 300 sq. ft. conference room with chairs and a large table to place frame racks/boxes and to service employees. There are no computers or any other government storage spaces provided. The vendor may lock the conference room to secure property when not in the room.
iv. Please confirm if the contractor will provide a frame display rack as well, and the requested number of sample frames if applicable.
Answer: Yes, the contractor will provide the display rack as well as the selection of sample frames.
v. Is the offeror able to provide more than one optician if needed?
Answer: That is at the discretion of the vendor. Previous vendors have provided one optician to service personnel over all 3 shifts. Please note that, per the PWS, the BEP does not pay for the optician to visit the Bureau. The BEP is responsible ONLY for the costs associated with the frames and lenses.
b. Within Section 3. Deliverables & Responsibilities, please confirm the following:
i. Please include the process for receiving prescriptions from the government. For example will the prescriptions be sent to the contractor electronically, and what are the production time, and delivery expectations of the government?
Answer: Employees provide the optician with their Rx at the time of the visit once the frame selection and the custom fitting process has been completed. The vendor will be expected to deliver safety eyewear at least 3 weeks from the date of the site visit that will be ready to issue to personnel.
