STATEMENT OF WORK (SOW)
for
Testing and Manufacturing Process Development (TMPD) Services
1.0 PURPOSE
The objective of this multiple Manufacturing Testing and Process Development Service contracts is to expand Bureau of Engraving and Printing (BEP), Development Testing Division
(DTD), Office of Process Management (OPM)’s capability to conduct tests for the development of new manufacturing processes for new technologies by exploring new technologies and equipment not currently available within the BEP to expand the research and development capabilities of the BEP.
2.0 BACKGROUND
The BEP develops and produces United States currency notes, trusted worldwide. In order to create innovative designs, processes and products that exceeds our stakeholder’s expectations, the BEP intends to expand the testing and manufacturing process development capabilities with the addition of new equipment technologies by establishing an external equipment services contract to try new technologies not available within the DTD. The DTD houses the pilot testing equipment and ensures testing of all developing technologies and products to include covert and overt security features, sensors and developing banknotes associated with the initial low volume pilots for product and technology development projects. The BEP must procure the services provided by contractor(s) with the types of equipment technologies needed to support the
Research and Development activities for the United States Currency Program to expanded testing equipment and material access on an as needed basis to perform further research and development of counterfeit deterrent features.
3.0 SCOPE
The BEP requires the services of qualified contractor(s) with equipment to include and ability to provide the needed supplies and materials stated within this SOW, as required and capable of using the government-supplied materials if deemed to be required. The contractor(s) need not possess all equipment specified in Section 5.1, but must have a minimum of one (1) of the listed equipment.

5.0 TASK REQUIREMENTS
All work and information shall be handled in accordance with the requirements of the NDA. The contractor(s) shall provide all necessary supplies, tools, materials, personnel to operate equipment, supervision, and all other items necessary to perform the services as defined within each task order(s) awarded to the contractor(s) by the BEP. The contractor(s) shall provide secure storage and segregation of BEP materials from any other materials within the contractor(s) facility in accordance with 4.3, Security Agreement and 4.4, Security Plan.
5.1 Equipment Requirements
All presses and equipment shall be capable of operating at press speeds of up to 6000 sheets per hour or faster and be capable of processing the required sheet size to be considered.
5.1.2 Sheet Fed Rotary Offset Multicolor Simultaneous Printing Press with UV curing system: The press shall print on both sides of the sheet simultaneously.
The press configuration shall provide at a minimum of eight (8) individual printing cylinders. A minimum of four (4) individual print cylinders for printing on the front side and transferring to a common blanket cylinder and four (4) individual print cylinders to print on the back side to a common blanket cylinder.
The two blankets apply the image on each side of the paper simultaneously. The print units shall be equipped with dual ink fountains for at least three of the four roller trains, to accomplish multicolor printing with a rainbow appearance. The press may have a conventional mercury or LED UV curing system. The press shall accommodate a print image area at least 666 mm long x 800 mm wide.
5.1.3 Sheet Fed Rotary Multicolor Intaglio Printing Press with UV curing system option: The Contractor(s) shall utilize the press to ensure intaglio printing occurs on one or both sides of the sheet. The Contractor(s) when necessary shall be required to print up to four (4) or more intaglio inks on each side of the sheet. The press shall provide at a minimum four (4) indirect pattern print units. The press shall accept inking in pattern plates. The press shall be supplied with a water wiping, counter rotation, system to wipe the printing plates prior to printing. The wiping system solution shall have continuous flow of solution. Optional but not required; a conventional mercury or LED UV curing system available for the rotary multicolor Intaglio press. The press shall accommodate a print image area at least 666 mm long x 800 mm wide.
5.1.4 Sheet Fed Flatbed Hot Foil Stamping and Die Cutting Press: The press shall be a sheet-fed double platen flatbed type press. Capable of applying foil, and or laminates, die cutting with waste removal. The Contractor(s) shall utilize the press to apply a registered hot foil patch or registered stripes in locations on the U.S.
currency paper specified by the BEP. The press shall have a print area size of 685 mm x 790 mm. The press shall die cut holes into the paper and removing the material inside the die cut area. The required die cut hole dimensions shall be stated in each task order(s).
5.1.5 Sheet Fed Rotary Cylinder Hot Foiling/Laminate Stamping and Rotary Die
Cutting Press: The press shall be a sheet-fed rotary type press. Capable of applying foil, and or laminates, die cutting with waste stripping. The Contractor(s) shall utilize the press to apply a registered hot foil patch, registered stripes and laminates in locations on the U.S. currency paper specified by the BEP. The BEP request to use a rotary die cutting unit if available on the press to apply a registered laminate stripe over a die cut window opening into the paper. The press shall have a print area size of 685 mm x 790 mm. The press shall die cut holes into the paper and removing the material inside the die cut area. The required die cut hole dimensions shall be stated in each task order(s).
5.1.6 Sheet Fed Rotary Cylinder Screen Printing Press, with a Magnetic Ink
Orientation Unit(s) with UV Curing Systems: The Contractor(s) shall be required to have at a minimum two screen cylinders, print up to a minimum of two inks or coatings on one side of the paper during a single pass through the press. The first print cylinder shall have an intermediate UV curing lamp. The second and additional printing cylinder shall have at a minimum a UV curing lamp before or within the delivery section of the press. The press shall have at minimum one magnetic ink orientation module unit and UV curing system. Two magnetic ink orientation units shall be preferred over one unit in the task order(s) evaluation. The Contractor(s) shall be responsible for producing the screen mesh plates, the magnetic ink orientation plates, and purchasing materials within the task order(s) when required. The magnetic ink orientation module unit shall have
UV curing system. The press shall accommodate a print image area at least 666 mm long x 800 mm wide. The Contractor(s) shall provide peristaltic pump for high viscosity UV coatings ranging from 1000 to 2000 CPS and UV coatings with up to 30-80 micron size particles within the coating.
5.1.7 Rotary Coating and Embossing Press: The Contractor(s) shall be required to apply UV curable spot coating, and emboss an images into the coating applied to the paper on a single pass through the press. The preferred press shall apply UV curable spot coating on both sides of the sheet and emboss an image into the coatings applied to the paper in a single pass through the press. Contractor(s) shall have a rotary cylinder for embossing dies and counter dies. The Contractor(s) shall have anilox rollers available for the coating units. The requirements for the anilox roller shall be included in the task order(s) requirements. The press shall accommodate a print image area at least 666 mm long x 800 mm wide. The
Contractor(s) shall provide peristaltic pump for high viscosity UV coatings ranging from 1000 to 2000 CPS and UV coatings with up to 40 micron size particles mixed in the coating.
5.1.8 Sheet Fed Press with Cast and Cure Unit or a standalone Cast and Cure Unit with UV Curing: The Contractor(s) shall provide a press with a cast and cure unit or a standalone cast and cure unit that shall apply UV coating with a cast and cure pattern film. The BEP shall utilize the Cast and Cure option to print unique
UV cured optical image pattern from the cast and cure film specified by the BEP.
5.1.9 Sheet Fed Digital Nozzle Jet Printing Press with UV curing system: The
Contractor(s) shall provide a press capable of applying an image using Nozzle jets from digital information. Apply UV curable coating and/or UV curable inks in quantities ranging from 4–50 g/m2 with individual selectable nozzle jet heads to print a digital image specified by the BEP. The press shall be capable of spot or flood printing. The press shall accommodate a print image area of 666 mm long x
800 mm wide.
5.1.10 Sheet Fed Multicolor Rotary Letter Press Numbering Machine: The
Contractor(s) shall provide a multicolor, sheet fed rotary letterpress numbering machine with the flexibility to print both variable data and static data The press shall provide at a minimum three (3) print units. Shall be capable of using ink separators in each ink fountain. The press shall accommodate a print image area of 666 mm long x 800 mm wide.
5.1.11 Sheet Fed Fully Automatic Cutting, Banding and Packaging Machine: The
Contractor(s) shall provide a press with fully automatic cutting, banding and packaging. The press shall process all required sheet sizes listed in section 5.3.1
5.1.12 Ink Jet Marking System: shall provide a non-impact ink Jet technology to print variable data with specific inks at 6000 sheets or faster per hour. The system shall process all required sheet sizes listed in section 5.3.1. The application area shall be up to 120mm x120mm. The system shall provide at a minimum five (5) ink jet heads that allow adjustments to the ink jet head positioning across the sheet size.
5.1.13 Laser Marking System: A laser marking process that shall apply variable data by removing locally and selectively, specific printed materials leaving substrate itself untouched at 6000 sheets or faster per hour. The press shall process all required sheet sizes listed in section 5.3.1. The application area shall be up to
120mm x 120mm. The system shall provide at a minimum five (5) laser heads that allow adjustments to the laser head positioning across the sheet size.
5.1.14 Micro-Perf Marking System: A laser beam used to perforate the substrate by burning oval shaped holes into a pre-determined positions at 6000 sheets or faster per hour. The press shall process all required sheet sizes listed in section 5.3.1.
The application area shall be up to 680mm x 800mm.
5.2 Contractor(s) Furnished Materials and Services:
The contractor(s) shall provide the services as required within each task order(s) needed to operate the contractor(s) equipment and meet the task order(s) objective. The contractor(s) upon request shall supply the materials pertinent to their type of press when requested by the government. The contractor(s) shall be responsible for all preparations to provide the required materials outlined in the task order(s). The preparations such as, but not limited to, pre-press operations, material purchase, materials shipping, material quality, etc. The contractor(s) supplied materials shall be available at the contractor(s) facility by the task order(s) scheduled date. Materials such as, but not limited to the materials listed in subsection 5.2:
5.2.1 Offset Plates Wet and Dry Type Plates: The Contractor(s) shall supply both
WS73W Dry Offset BASF WS II polymer plate, and Wet Offset Kodak Electra
XD thermal plates or Equivalent with government approval, to print the BEP requested images using the Contractor(s)s equipment.
5.2.2 Intaglio Nickel Plates: The Contractor(s) shall produce engraved electroform nickel plated chrome plates or equivalent from government supplied images
5.2.3 Intaglio Chablon Pattern Plates: The Contractor(s) shall produce chablons using the BEP supplied image. The Contractor(s) shallsupply either a poly-chablon or a rubber-chablon as specified in the task order(s).
5.2.4 Rotary Screen Mesh Plates: The Contractor(s) shall supply rotary screen mesh plates with government approval to print the BEP requested images. The BEP shall provide the screen mesh size opening specifications.
5.2.5 Magnetic Ink Orientation Unit Plates: The Contractor(s) shall supply Spark
Unit plates with government approval to print the BEP requested images.
5.2.6 Coating Plate: The Contractor(s) shall supply coating plate specific to the
Contractor(s)s press requirements with government approval to print the BEP requested images.
5.2.7 Embossing Plate & Counter Plate: The Contractor(s) shall supply embossing plates and counter die plates specific to the Contractor(s)s press requirements with government approval to emboss the BEP requested images.
5.2.8 Cutting Dies: The Contractor(s) shall supply cutting dies specific to the
Contractor(s) press requirements with government approval to cut the BEP
5.2.9 Stamping Dies: The Contractor(s) shall supply stamping dies specific to the
Contractor(s)s press requirements with government approval to stamp the BEP
5.2.10 Cold Foil Adhesive Plate: The Contractor(s) shall supply adhesive plate’s specific to the Contractor(s) press requirements with government approval to print the BEP requested images.
5.2.11 Ink Jet Digital Image Files: The Contractor(s) shall supply digital image files specific to the Contractor(s) press requirements with government approval to print the BEP requested images.
5.2.12 Offset Inks: The Contractor(s) upon request from the BEP, shall supply Offset inks specific to the Contractor(s) press requirements with government approval to print the BEP requested images.
5.2.13 UV Curable Offset Inks: The Contractor(s) upon request from the BEP shall supply UV curable Offset inks specific to the Contractor(s)s press requirements with government approval to print the BEP requested images.
5.2.14 Intaglio Inks: The Contractor(s) upon request from the BEP shall supply intaglio inks specific to the Contractor(s) press requirements with government approval to print the BEP requested images.
5.2.15 UV Curable Intaglio Inks: The Contractor(s) upon request from the BEP, shall supply UV curable intaglio inks specific to the Contractor(s)s press requirements
5.2.16 UV Curable Screen Inks: The Contractor(s) upon request from the BEP, shall supply UV curable screen inks specific to the Contractor(s) press requirements
5.2.17 UV Curable Coatings: The Contractor(s) upon request from the BEP, shall supply UV curable coatings specific to the Contractor(s) press requirements with government approval to print the BEP requested images.
5.2.18 UV curable Ink Jet Coatings and Inks: The Contractor(s) upon request from the
BEP, shall supply UV curable ink jet coatings and inks specific to the
Contractor(s) press requirements with government approval to print the BEP
5.2.19 Rolls of Hot Foil: The Contractor(s) upon request from the BEP, shall supply rolls of foil specific to the Contractor(s) press requirements with government approval to print the BEP requested images.
5.2.20 Rolls of Cold Foil: The Contractor(s) upon request from the BEP, shall supply rolls of foil specific to the Contractor(s) press requirements with government approval to print the BEP requested images.
5.2.21 Cast and Cure Pattern Rolls: The Contractor(s) upon request from the BEP, shall supply rolls of patterned cast and cure film specific to the Contractor(s)s press requirements with government approval to print the BEP requested images.
5.2.22 Anilox Roller: The Contractor(s) upon request from the BEP, shall supply anilox rollers specific to the Contractor(s) press requirements and the requirements in the task order(s).
5.2.23 Cold Foil Adhesive: the Contractor(s) upon request from the BEP shall supply
UV curable adhesive used for applying cold foil.
5.2.24 Numbering boxes: The Contractor(s) shall provide numbering boxes specific to the Contractor(s)’s press requirements that meet the task order(s) requirements.
5.2.25 Letter press ink: the Contractor(s) shall provide letterpress inks specific to the
Contractor(s)s press requirements
5.2.26 Banding Material: the Contractor(s) shall provide banding materials specific to the Contractor(s)’s press requirements. Shall band individual notes in 100 count increments (strap) shall band straps in 10 count increments (bundle)
5.2.27 Shrink wrap material: the Contractor(s) shall provide shrink wrap material specific to the Contractor(s) press requirements
5.2.28 Digital Files: The Contractor(s) shall provide all digital files required for their equipment as needed.
5.3 Government Furnished Supplies/Materials:
The Government may provide materials or equipment listed as government furnished property to the contractor(s)s within an agreed upon schedule between the BEP and the contractor(s). The Government reserves the right to furnish, or make available to the contractor(s), such as, but not limited to the material described in subsection 5.3 when deemed necessary by the BEP to meet the task order(s) objectives. The contractor(s) equipment shall be compatible with the materials listed in the task order(s) requirements.
5.3.1 Non-Distinctive Banknote Paper and Distinctive Currency Paper: Blank or pre-printed U.S banknote paper in sizes of 700 mm long X 820 mm wide and/or
582 mm long x 657 mm wide in accordance with BEP specification.
Specifications available upon written request and successful execution of the
NDA.
5.3.2 Offset Plates Wet and Dry Type Plates: the BEP reserves the right to supply
WS73W Dry Offset BASF WS II polymer plate and Wet Offset Kodak Electra
XD thermal plates when using the Contractor(s)s equipment. The Contractor(s) shall provide the BEP with all plate specifications for their equipment.
5.3.3 Intaglio Nickel Plates: The BEP reserves the right to supply engraved nickel plated chromed intaglio plates for the intaglio printing press when using the
Contractor(s) equipment. The Contractor(s) shall provide the BEP with all plate specifications for their equipment.
5.3.4 Intaglio Chablon Pattern Plates: The BEP reserves the right to supply Poly-chablons or rubber chablons for the intaglio printing press when using the
Contractor(s) equipment. The Contractor(s) shall provide the BEP with all plate specifications for their equipment.
5.3.5 Rolls of Hot Foil: The BEP reserves the right to supply foil rolls for the test trial.
The required foil roll outside and core diameter sizes shall be specified by the
Contractor(s) to the BEP in order to match the requirements of the Contractor(s)’s press. The Contractor(s) shall provide this information within their proposal.
5.3.6 Rolls of Cold Foil: The BEP reserves the right to supply foil rolls for the task order(s). The required foil roll, outside and core diameter sizes shall be specified by the Contractor(s) to the BEP in order to match the requirements of the
Contractor(s)’s press. The Contractor(s) shall provide this information within their proposal.
5.3.7 UV Curable Coatings: The BEP reserves the right to supply UV curable coatings for the test trial. The required coating viscosities and any limitations specific to the Contractor(s)s press shall be specified by the Contractor(s) to the BEP. The
Contractor(s) shall provide this information within their proposal.
5.3.8 Offset Inks: The BEP reserves the right to supply offset ink for the test trial. Any offset ink limitations specific to the Contractor(s)s press shall be specified by the
Contractor(s) to the BEP. The Contractor(s) shall provide this information within their proposal.
5.3.9 UV Curable Offset Inks: The BEP reserves the right to supply offset ink for the test trial. Any Offset ink limitations specific to the Contractor(s)s press shallbe specified by the Contractor(s) to the BEP. The Contractor(s) shall provide this information within their proposal.
5.3.10 Intaglio inks: The BEP reserves the right to supply intaglio inks for the test trial.
Any intaglio ink limitations specific to the Contractor(s)s press shall be specified by the Contractor(s) to the BEP. The Contractor(s) shall provide this information within their proposal.
5.3.11 UV Curable Intaglio Inks: The BEP reserves the right to supply UV curable intaglio ink for the test trial. Any UV curable intaglio ink limitations specific to the Contractor(s)s press shall be specified by the Contractor(s) to the BEP. The
Contractor(s) shall provide this information within their proposal.
5.3.12 UV Curable Screen Inks: The BEP reserves the right to supply screen inks for the test trial. Any screen ink limitations specific to the Contractor(s)s press shall be specified by the Contractor(s) to the BEP. The Contractor(s) shall provide this information within their task order(s) proposal.
5.3.13 UV Curable Ink Jet Coatings and Ink: The BEP reserves the right to supply
UV curable ink jet coatings and ink for the test trial. Any UV curable ink jet coatings and ink limitations specific to the Contractor(s)s press shall be specified by the Contractor(s) to the BEP. The Contractor(s) shall provide this information within their proposal.
5.2 Shipping and Disposition of Materials:
5.2.1 The BEP shall arrange for the shipping of government furnished property to the contractor(s)’s facility. The BEP shall arrange the return shipment of all materials produced from the trial, back to the BEP or arrange destruction of the materials produced at the Contractor(s)’s facility. If the BEP deems the government materials be destroyed by the Contractor(s), the Contractor(s) should include this cost in their task order(s) proposal. The Contractor(s) shall be responsible for providing a proof of destruction certificate to the BEP.
5.2.2 When necessary, the contractor(s) shall be responsible for the shipping and receiving of materials that are purchased by the contractor(s) to meet the task order(s) requirements. The contractor(s) shall include this cost in their task order(s) proposal. The BEP shall arrange for the return shipment of all materials produced, from the trial, back to the BEP or arrange destruction of the materials produced at the contractor(s) facility. If the BEP deems the government materials be destroyed by the contractor(s), the contractor(s) should include this cost in their task order(s) proposal. The contractor(s) shall be responsible for providing a proof of destruction certificate to the BEP.
6.0 PERFORMANCE REQUIREMENT SUMMARY (PRS)
The Contractor(s) tasks requirements summarizes the performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of work required for each requirement. These thresholds are critical to mission success.

7.0 PLACE OF PERFORMANCE: The work to be performed under this contract will be at the BEP facilities.
8.0 PERIOD OF PERFORMANCE: The total term of the BOA is five (5) years with one (1) base year plus four (4) 1-year ordering periods. The period of performance will be characterized at the task order level during the period of the agreement. The ordering period reads as follows:

9.0 TYPE OF CONTRACT: The anticipated contract type is Firm-Fixed Price (FFP) contract.

11.0 Hours of Operation: The contractor is responsible for conducting business, between the hours of 8:00AM – 5:00PM Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The contract shall coordinate with the government regarding hour of operation for BEP Year End Shut Down. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential
12.0 ORGANIZATIONAL CONFLICT OF INTEREST: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational
Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the
Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
13.0 Physical Security: As applicable, the contractor shall be responsible for safeguarding all government equipment, information and property provided for Contractor use under this Contract. This Contract requires access into the Controlled Industrial Area of the BEP. The Contractor personnel shall recognize that BEP deals with sensitive information and other proprietary information, which are valuable, special, and unique assets. All information pertinent to BEP’s information technology resources is highly sensitive and may not be released to third parties without the express, written consent of
BEP. This information requires strict control procedures to preclude unauthorized disclosure or dissemination. Information pertinent to personnel is protected from unauthorized disclosure under the provisions of the Privacy Act of 1974 (5 U.S.C. 552a).
Contractor personnel shall not divulge, disclose, or communicate in any manner, any information to any third party without prior written consent of the BEP. Contractor personnel shall protect information and treat it as strictly confidential and will abide by the security requirements of BEP. A violation of this paragraph shall be a material violation of this Contract. Should the Contractor receive or suspect they have learned of sensitive or classified information, the Contractor shall identify and report suspicions to the COR.
Contractor personnel performing work under this Contract shall be subjects of background investigations, conducted by BEP’s Office of Personnel Security, prior to start of work under this Contract. Each Contractor employee performing under this Contract must successfully complete the Government required background check form at time of the proposal submission, and must maintain the level of security required for the life of the
Contract.
