In order to be considered for contract award, the sample material shall pass the evaluation criterion and the requirements of specification B: CSB-4 and will be evaluated separately and must be technically acceptable for an offeror’s proposal to be technically considered for award within that category. The following outlines the evaluation factors to be used in evaluation of proposals received in response to this solicitation. Unless otherwise stated, the following evaluation factors are applicable to both Categories I and II. If a material sample fails to meet an applicable requirement, the proposal shall be considered “technically unacceptable”.

9 2031ZA19Q00154 Bureau of Engraving and Printing

The Government will test and evaluate the material samples in accordance with the factors listed below to determine compliance with all the characteristics listed for examination in this solicitation. Failure of these samples to meet the mandatory technical criteria as stated below will result in the Offeror’s proposal being determined as technically unacceptable and will be excluded from further evaluation. Additionally, award will be made only to an acceptable offer whose material sample is fully compliant with all of the requirements of the applicable specifications.

Material samples that do not meet the environmental, health and safety requirements will be given an UNACCEPTABLE rating. Those material samples meeting all the environmental, health and safety requirements will be given an ACCEPTABLE rating.

(a) Workmanship Reference: Attachment A Specification Section B paragraph 3.3.

Material samples will be evaluated for meeting the physical requirements of Section 3.0, Requirements of Attachment A of this solicitation. If the material samples meet the specification requirements outlined in Attachment A to this solicitation, then the material sample will receive an ACCEPTABLE rating. Relevant past performance is considered to be federal, state, and local government or commercial contracts/work performed or being performed that were/are similar in size, scope, and complexity in nature to the current acquisition. The Government shall make the

10 2031ZA19Q00154 Bureau of Engraving and Printing determination as to the relevance of an Offeror’s past performance. Past Performance information shall be gathered from Government references identified by the Offeror.

The Government reserves the right to obtain past performance information from any and all sources including Contractor Performance Assessment Reporting System (CPARS), Past Performance Information Retrieval System (PPIRS), and sources outside the Government, regardless of whether such information has been referenced or provided by the Offeror. The Government also reserves the right to contact references and points of contact provided by the Offeror and otherwise verify statements and representations made in the Offeror’s proposal.

The Government will determine which past performance data is most relevant. Past performance information obtained independently of the Offeror’s proposal may be more relevant than past performance information submitted by the Offeror. It is incumbent upon the Offeror to explain the relevance of the references provided. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of providing thorough and complete past performance source data, including the return of questionnaires, rests with the Offerors.

(iii) Price:

The Government will evaluate the reasonableness of the total price in accordance with FAR Part

15.4 and may utilize FAR clause 52.215-20. The evaluation will be based on how well the price proposal is assessed to be realistic, reasonable and complete. Price proposed must reflect the efforts described in the technical proposal. The Offeror’s price proposal will be evaluated for reasonableness and balance and for evaluation purposes, the proposed unit prices for each specified CLIN shall be multiplied by the estimate quantities set forth in Section B.1 of this solicitation for a total price. The Government will evaluate the reasonableness of the total price of each acceptable offer in relation to other acceptable offers proposed for the same category.

1) Ordering periods. The Government may determine that an offer is unacceptable if the ordering period prices are significantly unbalanced.

2) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

FACTOR I – TECHNICAL: The Government will evaluate technical capability for acceptability. Offerors will be evaluated on the ability to fulfill the contract requirements based on:

• The offer will be evaluated to determine whether the Offeror’s methods and approach to meeting the solicitation requirements provides the Government with a high level of confidence of successful completion within the required delivery schedule.

An evaluation rating of ACCEPTABLE or UNACCEPTABLE will be assigned upon completion of the evaluation. If the Offeror receives a rating of “Unacceptable,” the Offeror will not be considered for award.

FACTOR II – PAST PERFORMANCE: The Government will evaluate the Offeror’s past performance information of a similar size and scope, as proven by the successful management of current and previous agreements or contracts of a similar size and scope during the last five

(5) years from the date of issuance of the solicitation.

12 2031ZA19Q00154 Bureau of Engraving and Printing

An evaluation rating of ACCEPTABLE, UNACCEPTABLE, or NEUTRAL will be assigned upon completion of the evaluation.

FACTOR III – PRICE: The Government will evaluate price to determine fair and reasonableness. As such, the Government will evaluate offers for award purposes by adding the total price for all ordering periods. The Government may determine that an offer is unacceptable if the prices are significantly unbalanced. The Government will use any combination of the proposal analysis techniques stipulated under FAR Subpart 13.106-3 to aid in the price evaluation process.

BASIS FOR AWARD: Award will be made on the basis of the lowest evaluated price of offers meeting or exceeding the acceptability standards for non-cost (i.e., Technical and Past Performance) factors. An offer is technically acceptable if it is fully compliant with all of the requirements of terms and conditions herein. The Government will not award a contract on the basis of an unacceptable offer. Offeror’s proposed prices shall be evaluated to determine fair and reasonable pricing. The Government may consider awarding multiple BPAs from this solicitation, one BPA for each facility.

(b) Options. Not applicable

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
