By your submission, you are representing that your firm will perform all the requirements specified in the solicitation. It is not necessary or desirable for you to tell us so in your offer. It is necessary, however, to describe how you will accomplish/satisfy the requirements and specifically how that capability will be used for this effort.
Use of general or vague statements such as “standard procedures will be used”, “noted”, “good engineering practices”, or “contractor will comply” will not satisfy this requirement. Simply repeating or paraphrasing the RFQ requirements without substantive, meaningful discussion will not be acceptable. Unnecessary elaboration or presentation beyond that which is sufficient to present a complete and effective proposal is not desired and may be construed as an indication of the Offeror’s lack of understanding or cost consciousness.
Offerors shall submit three (3) separate Volumes. Volumes II and III shall NOT include price data.
Volume I, Factor 1 - TECHNICAL DESCRIPTION (LIMITED TO 10 PAGES):
• Product Description: Offeror shall provide full specifications for the equipment being proposed. Specifications shall address all aspects of the Statement of Work (SOW) including equipment functionality and capability. Failure to provide full specifications may deem the offer unacceptable. Offeror equipment may provide brochures. However, brochures or user manuals are not substitutes for addressing the technical requirements in the SOW.
• Warranty: Offeror shall provide warranty information regarding the proposed equipment.
Warranty information shall include what is covered and a point of contact for warranty issues or concerns.
• Delivery Schedule: Offeror shall provide a delivery schedule for the equipment.
• Preventative Maintenance: Offeror shall address maintenance service requirements, C.5 –

Relevant is defined as work similar in size, scope, and complexity to the work identified in the SOW. Offerors must identify at least one (1) Federal, State, Local, or Foreign contracts that demonstrate recent and relevant experience. Offerors shall provide the following information:

2) Description of the Project

(ix) FAR 52.212-2 Evaluation—Commercial Items (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Volume I, Factor 1 - TECHNICAL DESCRIPTION:
The Government will evaluate technical for technical acceptability. Offers will be evaluated based on Offerors’ ability to fulfill the contract based on:
(1) The Offerors’ demonstrated understanding of, and ability to oversee and carry out the objectives, scope, tasks and delivery of SPT.
(2) The Offer will be evaluated to determine whether the Offeror’s method and approach to meeting the solicitation requirements provide the Government with high level of confidence of successful completion within the required delivery schedule.
An evaluation rating of ACCEPTABLE or UNACCEPTABLE will be assigned upon completion of the evaluation report. If the Offeror receives a report rating of “UNACCEPTABLE,” the Offeror will NOT be considered for award.
Volume II, Factor 2 - PAST PERFORMANCE:
The Government will assess the Offeror’s capability to perform by evaluating the Offeror’s past performance on previous same or similar contracts. The BEP may contact any references provided by the Offeror during the evaluation process to verify recent and relevant experience and the level of performance. The BEP may, at its discretion, obtain and evaluate information from sources other than those provided by the Offeror, such as those found in the Past Performance Information Retrieval System (PPIRS) in conducting a past performance evaluation assessment, the offeror will be assigned one of the ratings:
ACCEPTABLE, UNACCEPTABLE or NEUTRAL.
Volume III, Factor 3 – PRICE:
The Government will evaluate price to determine fair and reasonableness. As such, the Government will use any combination of the proposal analysis techniques stipulated under FAR Subpart 13.106-3 to aid in the price evaluation process.
BASIS FOR AWARD: LOWEST PRICE TECHNICALLY ACCEPTABLE
Award will be made on the basis of the lowest evaluated price of offers meeting or exceeding the acceptability standards for non-cost (i.e., Technical and Past Performance) factors. An Offer is technically acceptable if it is fully compliant with all of the requirements of terms and conditions herein. The Government will not award a contract on the basis of an unacceptable offer. The Government will assess the Offeror’s capability to perform under this contract by evaluating Offeror’s Past Performance on previous same or similar contracts. Offeror’s proposed prices shall be evaluated to determine fair and reasonable pricing.
(b) Options. Options for four 12-months of Preventive Maintenance Service has been included in this solicitation. Preventive maintenance will ensure the upkeep of the equipment that is to the greatest benefit of the BEP. Option years shall be priced, and evaluated, individually. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer mailed, or otherwise, furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
