Statement of Work – Electrical Discharge Machine Vision Inspection System
C.1 BACKGROUND
The Bureau of Engraving and Printing BEP is a component of the Department of the Treasury that designs, engraves, and prints U.S. banknote currency and other U.S. security products.
Banknote currency manufacturing occurs at BEP’s Washington D.C. Facility (DCF) located in Washington, DC and Western Currency Facility (WCF) located in Fort Worth, TX. BEP’s primary customer is the Federal Reserve Board (FRB).
The BEP DCF Office of Engraving, Division of Plate Manufacturing has a requirement to purchase one (1) Electrical Discharge Machine (EDM) Vision Inspection System, with an option for an additional system, for use in the inspection of surface pieces produced in BEP EDM operations. These surface pieces are used on the large examining printing equipment (LEPE) and currency overprinting and processing equipment (COPE) presses in the production of United States Currency. The machine will also be required to measure CTiP polymer control strips which the BEP burns as a method of verifying the calibration of that machine to control and maintain +/- 3 microns in burning depth. The EDM Vision Inspection System will occasionally be used to measure currency plates that have highly reflective chromed surfaces to verify engraving depths (10 -120 microns).
C.2 SCOPE OF WORK
This Statement of Work (SOW) defines the requirement for the Vision Inspection System (herein after as System) that shall be suitable for the inspection of surface pieces in the X, Y axis and in the Z axis for engraving depths. The System shall provide an inspection report of that inspection, measure CTiP control strips and engraving depths in printing plates. Under this requirement, the contractor shall design, fabricate, deliver, set-up and test one System meeting or exceeding the specification herein.
The contractor shall provide all labor, materials, parts, equipment, tools, supplies, management, supervision and all other associated services, (i.e. delivery, transportation, training and travel) necessary to supply, deliver and install a new EDM Vision Inspection System. An option will be included to purchase one additional System six (6) months after the installation and final acceptance of the first System.
The Government will host an initial site visit. Contractor shall complete a pre-installation survey to determine the appropriate dimensions to complete installation no later than two weeks after award.

C.4 TECHNICAL REQUIREMENTS
C.4.1 FUNCTIONAL REQUIREMENTS
The Vision Inspection System shall have the following minimum requirements:
A. The Vision Inspection System will require standard electrical service connections for voltage, frequency and amperage. (i.e. 110v, 60Hz, 15a). If by chance the service is other than standard then the transformer, phase converter etc. must be provided to make the service compatible to a standard such as exampled in the parenthesis above.
B. The System must be able to measure highly reflective surfaces.
C. If the System contains a laser it must meet the appropriate laser safety class requirements as stated in American National Standard Institute (ANSI Z136.1), Safe Use of Lasers standards.
If a laser is presented as an option, then it must shoot the beam perpendicular to the measuring plane and not at an angle.
D. The System must have three axis stage movement (X, Y and Z). Minimum measuring ranges shall be (300mm x 300mm by 100mm) (X, Y and Z respectively.
E. Measuring accuracy must be < 5 microns (µm) in the X and Y axis.
F. Measuring accuracy must be sub-micron (µm) in the Z axis with either a laser or optically.
G. Must be able to provide a z axis profile of measured point or Region of Interest (ROI).
H. Must be programmable to inspect parts in succession using same datum.
I. The System must have software that can generate a printable inspection report that can display nominal values and amount of subsequent deviation from those values.
J. Government Furnished Material: The BEP will send out an identical sample to vendors as an opportunity to use their proposed System and provide BEP with feedback of data that their System can provide. Systems will be reviewed for accuracy (z-axis), report output, z-axis profile image and lastly 3D capabilities. The sample specification, Attachment 2, is attached to the request for proposal in PDF format and the sample will be provided upon request. A copy of the non-disclosure agreement (NDA) must be submitted with your request for the testing sample.
C.4.2 EQUIPMENT CAPABILITY TESTING AND REPORTING REQUIREMENTS
EDM VIS SOW Page 4 of 13
A capability test report is required prior to the award of the Visual Inspection System. The vendor will be supplied with a sample and a sample report as described in Section C.4.1. J above, Government Furnished Material. This sample shall be measured/scanned with the vendor’s proposed solution. A report is required to demonstrate that the requirements discussed in the statement of work can be met by the proposed solution. The report shall be included with Offeror’s proposal. The report shall include the following:
A. Summary of a report similar to the BEP’s provided sample report that provides the same measurements. Measurements will be carried out to a minimum five (5) significant digits.
