About this file

The file is a Questions and Answers document for a Tech Sprint Consulting Services solicitation (Solicitation Number: 2031JW25R00005) issued by the Office of the Comptroller of the Currency (OCC). The Q&A addresses several key topics including labor categories, hour estimates, collaboration tools, and contract expectations. Key clarifications include: labor categories for Network Engineer and AV Specialist are detailed on page 34 of the Continuation Sheet; hour estimates for Project Manager roles are placeholders; this is a Time & Materials contract with fully burdened hourly rates; and vendors should include full licensing costs for collaboration tools like Teams, Jira, and Miro in their proposals. The document also clarifies that while OCC may engage with platforms, vendors should not expect OCC to exclusively manage these tools.

The associated federal contract opportunity is for Tech Sprint Consulting Services, with a period of performance from May 1, 2025 to April 30, 2026, located in Washington, DC. It is an unrestricted solicitation under NAICS code 541611 for commercial management consulting services. Proposals are due by April 9, 2025, at 5:00 PM ET, to be submitted electronically. The solicitation requires a three-volume proposal: Technical Proposal, Price Proposal, and Representations and Certifications. Key personnel requirements include Program Manager II, Program Manager I, Logistics Manager, and Facilitator. Evaluation will be based on technical capability, management plan, technical approach, key personnel qualifications, and past performance, with technical factors weighted more heavily than price.

Questions and Answers

Q.Labor Categories (Network Engineer & AV Specialist): These roles show up in the pricing sheet but aren't mentioned in the RFP details. Should we assume zero hours if they aren't required?
A.Details for the Network Engineer and AV Specialist roles can be found on page 34 of 41 in the Continuation Sheet. OCC does not have in-house resources for these services.
Q.Small Hour Estimates (3-4 hrs for some PM roles): Are these just placeholders for evaluation, or are they reflective of actual tasks?
A.These are placeholders. The tasks associated with these PM roles involve support in developing problem statements and facilitating orientation. Vendors are welcome to create a separate tab in the pricing sheet to propose the number of hours they believe are appropriate.
Q.Overtime and Extra Hours: Since the RFP says rates include everything (overtime, overhead, etc.), if the actual workload significantly exceeds the estimated hours, what's the OCC process for handling that?
A.This is a Time & Materials contract, and hourly rates should be fully burdened. Vendors should propose the number of hours they feel are appropriate based on the tasks described.
Q.Collaboration Tools: Does OCC have preferred collaboration tools/licenses (Teams, Jira, Miro), or should we include the full licensing cost in our proposal?
A.The latter—vendors should include the full licensing cost for collaboration tools (e.g., Teams, Jira, Miro) in their proposal.
Q.Participant Familiarity and Tool Engagement: Will participants mostly just provide insights verbally, with our team managing tools like Jira and Miro—or do you expect participants to actively engage directly with these platforms?
A.Also the latter—while the OCC team may engage with platforms like Jira and Miro, vendors should not expect OCC to manage or lead use of these tools exclusively.
