Sources Sought Synopsis Office of the Comptroller of the Currency

This is a Source Sought Synopsis (SSS) on behalf of the Office of the Comptroller of the Currency (OCC). This is not a solicitation announcement. The submission of this information is for planning purposes only. It is not to be construed as a commitment by the Government to procure any services, nor is it the intent of the OCC to award a contract based on this SSS or otherwise pay for the information sought. The Government is seeking responses to this SSS from all interested businesses capable of providing services to meet the requirement. Small businesses, in all socioeconomic categories including: 8(a) business development programs, HUBZone, service-disabled veteran-owned (SDVOSB), woman-owned small business (WOSB), economically disadvantaged women-owned small business (EDWOSB), and small disadvantaged business (SDB) are highly encouraged to identify capabilities in meeting the requirements.

The OCC has a requirement for user licenses to a climate credit risk analytical tool that integrates climate-related transition risks into credit and financial risks at the obligor-level. The OCC is looking for a commercial-off-the-shelf (COTS) product, not for the development of a product.

Please see attachment(s) for information encompassing the entirety of the requirement.

This notice is issued solely for information and planning purposes – it does not constitute a request for quotation (RFQ), invitation for bid (IFB), request for proposal (RFP), or a promise to issue one in the future. This notice does not obligate the OCC to contract for any supply or service. Further, the OCC is not seeking quotes, bids, or proposals at this time and will not accept unsolicited proposals in response to this SSS. The OCC will not pay for any information or administrative costs incurred in response to this SSS. Submittals will not be returned to the responder.

Not responding to this notice does not preclude participation in any future RFQ, IFB, or RFP, if one is issued.

The anticipated NAICS code(s) is: 541519 – Other Computer Related Services-Information Technology Value Added Resellers, with a small business size standard of 150 employees.

In response, please provide the following information:

1. Name of the firm, point of contact, phone number, email address, SAM.gov Unique Entity ID, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.

2. Identify whether your firm is interested in competing for this requirement as a prime contractor. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.

3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination.

4. Information of estimated cost of the proposed requirement.

Responses to this SSS must be e-mailed to the Contract Specialist, Patrick Reil at patrick.reil@occ.treas.gov and also courtesy copied to Joey Barden, Contracting Officer, joey.barden@occ.treas.gov, no later than 30 October 2024 at 10:00 a.m. Eastern Standard Time.

No mailing list will be compiled. Capability packages must not exceed three (3) pages. The OCC has made no decisions yet on strategies such as small business set-aside status of the requirement or venue for procurement (e.g., GSA schedule, open market); therefore, OCC will not answer questions asked by respondents regarding these topics.
