| # | PAGE # | SECTION | INDUSTRY'S QUESTIONS/COMMENTS | GOVERNMENT'S ANSWERS | |
| 1 | N/A | General | Is this a brand new contract OR if there is (was) an incumbent performing these services? | ||
| If not brand new, could you please provide the current / previous contract number? | This is a new requirement for the Government (OCC), and therefore, there is no incumbent available. A current nor previous contract number is available as this is a new requirement for the Government. | ||||
| 2 | 31 -and- 33 | B.1.e -and- B.4 | There is a discrepancy in relation to the method of submission instructions: B.1.e states “Quotes shall be submitted within SAM by the close date and time identified in B.4 below.” while B.4 states “All quotation packages shall be submitted electronically to Erika Eam at Erika.Eam@occ.treas.gov for evaluation consideration.”. Please confirm the correct method of submission. | The Government acknowledges this error. B.1.e is hereby changed to be in alignment with B.4. Therefore, B.1.e is changed: |
FROM - Quotes shall be submitted within SAM by the close date and time identified in B.4 below.
WITH - Quotes shall be submitted to the point of contact by the close date and time identified in B.4 below.
The correct method of quotation package submission is via electronic transmital to Erika.Eam@occ.treas.gov
| 3 | 33 | B.4 | Would it be possible to extend the quote submission deadline? We would like to ensure our quote and response are in full alignment with OCC's needs based on the answers to the Q&A and an extension would be beneficial in ensuring this is facilitated comprehensively. | The Government has extended the solicitation period from Wednesday, June 26, 2024 at 12:00 PM ET to Wednesday July 3, 2024 at 12:00 PM ET. See solicitation amendment for details. |
| 4 | NA | Attachment A | Will OCC also allow pricing for services as a part of the response? In other words can a break out be provided as opposed to one CLIN? | No, the OCC will not allow for separately priced items, excluding services. The OCC will not accept or review a 'break out' provided that differs from the line items or contract types proposed within Attachment A-Price/Cost Schedule. |
| 5 | 3 - 4 | 3.1.1 | What is the size of the commercial facilities universe OCC is seeking data on? | The OCC is seeking ALL commercial facilities (non-residential), of various sizes, located in the 50 United States and the District of Columbia. |
| 6 | 3 - 8 | C | Is OCC seeking the delivery of a flat file or something more along the lines of a platform/COTS solution? | The OCC is seeking a flat file for the resulting solution. |
| 7 | 31 - 32 | B.2 | Are both Attachment C and a completed VPAT required for submission as both of these speak to Section 508 compliance? | The Government (OCC) seeks any company having a completed VPAT available to provide an attestation in accordance with the OCC's Provision 1052.239-8001 Information and Communication Technology (ICT) Accessibility, contained within Attachment C. |
| 8 | 1 - 3 | B.1 | What is the budgeted value of this contract? | The Government is competing this action under Federal Acquisition Regulations (FAR) Part 13 with regards to contract value. |
| 9 | 9 | F.2 | Who is the incumbent(s)? Is this considered new or follow-on? | The Government does not have an incumbent for this requirement. This is a new requirement for the Government (OCC). |
| 10 | 1 - 3 | B.1 | Would OCC consider optional line items which may be additive to the capabilities being requested? | No, the OCC will not allow for separately priced items, excluding any optional line items as additives. The OCC will not accept or review any additional line items or contract types provided that differs from the line items proposed within Attachment A-Price/Cost Schedule. |
| 11 | 31 - 32 | B.2 | Should the ultimate solution be the delivery of a flat file, is a completed VPAT required for this procurement? It is our experience the completion of a VPAT is more typically associated with the provision of commercial software. | The OCC is seeking a flat file for the resulting solution. A VPAT is not required for the flat data file deliverable. However, if the solution includes some type of web portal or vendor supplied software that OCC employees must access to retrieve the data, then the VPAT is required for those products. Additionally, a VPAT is required for any support documentation and services such as user manuals or instructions that would support those products. |
| 12 | 12 | A.1 | incorporating the current version of FAR 52.212-5 | A.1. is changed: |
FROM - FAR 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (DEC 2023).
WITH - FAR 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (MAY 2024).
13 33 B.4 In reviewing your RFQ and the information posted on Sam.gov, it appears as though there is a discrepancy. The RFQ, in section B.4, states that proposals are due NLT "12:00 AM ET on June 26, 2024". The sam.gov posting states that proposals are due at "12:00 PM on June 26, 2024." Can you advise which is correct and if, the sam.gov positing is the correct due time (12:00 PM not 12:00 AM), if the solicitation will be amended? The Government has extended the solicitation period from Wednesday, June 26, 2024 at 12:00 PM ET to Wednesday July 3, 2024 at 12:00 PM ET. See solicitation amendment for details.
The Government acknowledges this error. B.4 is hereby changed to be in alignment with Sam.gov. Therefore, B.4 is changed:
