Text version

This is a Request for Information (RFI) on behalf of the Office of the Comptroller of the Currency (OCC). This is not a solicitation announcement. The submission of this information is for planning purposes only. It is not to be construed as a commitment by the Government to procure any services, nor is it the intent of the OCC to award a contract based on this RFI or otherwise pay for the information sought. The Government is seeking responses to this RFI from all interested businesses capable of providing services to meet the requirement. Small businesses, in all socioeconomic categories including: 8(a) business development programs, HUBZone, service-disabled veteran-owned (SDVOSB), woman-owned small business (WOSB), economically disadvantaged women-owned small business (EDWOSB), and small disadvantaged business (SDB) are highly encouraged to identify capabilities in meeting the requirements.

The OCC has a requirement for a contractor to conduct a quantitative survey on trust in banking and bank supervision and is seeking preliminary market research information from capable and reliable sources to gain knowledge of potential qualified business sources capable of providing all personnel, equipment, supplies, transportation, tools, materials, supervision, and non-personal services necessary except for any items specified as Government furnished property and services. The contractor shall conduct a nationally representative quantitative survey data collection on trust in banking and bank supervision as defined in the attached PWS.

This notice is issued solely for information and planning purposes – it does not constitute a request for quotation (RFQ), invitation for bid (IFB), request for proposal (RFP), or a promise to issue one in the future. This notice does not commit the OCC to contract for any supply or service. Further, the OCC is not seeking quotes, bids, or proposals at this time and will not accept unsolicited proposals in response to this RFI. The OCC will not pay for any information or administrative costs incurred in response to this RFI. Submittals will not be returned to the responder.

Not responding to this notice does not preclude participation in any future RFQ, IFB, or RFP, if one is issued.

The anticipated NAICS code(s) is: 541910 – Marketing Research and Public Opinion Polling, with a small business size standard of $22.5M.

In response to this RFI, please provide:

1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.

2. Identify whether your firm is interested in competing for this requirement as a prime contractor. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.

3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination.

4. Recommendation of the estimated number of personnel with their associated position titles/labor categories that would be required to complete the requirements of the attached performance work statement (PWS).

5. Information of estimated cost to complete the proposed requirement. Include estimated costs from fielding the survey to pre-existing panels versus recruiting new respondents for a panel and costs associated if the survey size were to increase from 5,000 respondents to 15,000 respondents.

6. Any other information pertaining to scope, objectives or deliverables that may be required to meet the needs of the requirement.

7. The attached PWS is currently in rough DRAFT stage and may contain some inconsistencies and/or omissions. Recommendations regarding the attached DRAFT PWS are encouraged. Respondents are also encouraged to provide any recommendations regarding any inconsistencies and omissions. Recommendations may/may not be implemented into the final PWS by OCC.

Responses to this RFI must be e-mailed to the Contract Specialist, Patrick Reil at patrick.reil@occ.treas.gov and also courtesy copied to Joey Barden, Contracting Officer, joey.barden@occ.treas.gov, no later than 22 July 2024 at 6:00 p.m. Eastern Standard Time.

No solicitation mailing list will be compiled. Capability packages must not exceed three (3) pages. The OCC has made no decisions yet on strategies such as small business set-aside status of the requirement or venue for procurement (e.g., GSA schedule, open market); therefore, OCC will not answer questions asked by respondents regarding these topics.
