About this file
This document is a Request for Information (RFI) issued by the Office of the Comptroller of the Currency (OCC) for Strategic Communications Support Services. The OCC is seeking information on approaches, tools, and techniques for developing a comprehensive communication program to increase employee engagement and create a range of communication products and services related to informing the agency on IT messages, priority projects, and IT services. The RFI provides background on the OCC's Information Technology Services (ITS) organization and outlines the desired strategic communication services, including activities related to organizational change management, technology communications, and a two-way communication program to build trust between ITS customers and stakeholders. The RFI requests responses to include company background, solution and service overview, published pricing, requirements capability, subcontracting possibilities, and other details. Responses are due by April 10, 2024, and the government anticipates awarding a Firm-Fixed Price, Labor-hour contract in Fiscal Year 2025.

| We would appreciate insight into the current systems and communication platforms in use at the OCC. Are there preferences or constraints we should be aware of regarding technology integration? | At a high level, the systems that we'd want to create communications around are customer relationship management platforms, leading business process engineering platforms, various infrastructure models, and large enablement software suite of products that are the most common in the federal space for email, document management, and other enablement software. To create the communication we use industry standard MicroSoft products. There are currently no integration constraints. |

This could be interpreted in a few ways whereby stakeholders could be the agency user community or really the team that is leveraging the comms vendor which we envision just being the ITS leadership via the COR. Maybe we chat through or if you're good with the ITS Leadership team, I'll draft that response.

@Bouchard, Andrea C General Does the Government foresee a need for an Organizational Conflict of Interest Mitigation Plan? Will performing this work preclude Offerors from pursuing other work in OCC? The Government believes there is the possibility for a conflict of interest for an awardee on future acquisitions. Any potential or known organizational or personal conflicts of interest during the period of performance of this BPA must be brought to the attention of the Contracting Officer immediately.

@Gandhi, Mital P @Bouchard, Andrea C why would the contractor coordinate with OCC public affairs? Are they and internal stakeholder?
Reply:
@Guy, Christine L if there was content created that would need to be posted to the intranet, we would work with the OCC public affairs team that manages the intranet, or if there was an email with ITS services that are new, or a mandatory release that required a restart (I'm making up an example) then we'd work with the Office of Public Affairs as they are the owners of the process and tool for agency wide communications. Or if we needed to add something to a "What's New at the OCC" related to IT services, etc. we'd work through that office.

| The question asks "insight into the current systems and communication platforms in use at the OCC " and "technology integration preferences or constraints they should be aware of " | 2 | 2 | On page 2 or PWS Section 2, the Government indicates the contract will be a BPA. On page 3 of the RFI, the Government states it is considering a Firm Fixed Price/Labor Hours contract. Can the Government clarify whether this opportunity is expected to be a BPA or Firm Fixed Price/Labor Hours contract? | A single award BPA is being contemplated. The BPA call order types could be firm-fixed price or labor-hour. |
| RFI | 3 | On page 3 of the RFI, the Government asks Respondents to include any potential Small Business opportunities in their response. As a Small 8(a) Business contemplating response to the RFI, should we list potential large businesses who we might partner with to support this opportunity? | Please include in your response to the Government if you are a part of a GSA Multiple Award Schedule (MAS) Contractor Teaming Agreement or FAR Subpart 9.6 Contractor Team Arrangement. | |
| RFI | 3 | On page 3 of the RFI, the Government asks for Respondent's approaches to several items, including Service Level Agreements (SLAs). Can the Government provide additional details on said SLAs, and specify what work in the PWS might require a SLA? | The Government was looking for industry specific performance metrics and Services Level Agreements (SLA's). |

@Gandhi, Mital P @Bouchard, Andrea C What is our intention of Service Level Agreements (SLAs)? They are agreements between the government and the contractor to provide services at performance levels that meet or exceed performance levels specified in the contracts. Do you think we need them?
Reply:
@Guy, Christine L since we don't have a service offering that can be easily measured by time to respond like a help desk, this might be hard to measure at this point. I would say no for now.
| RFI Instructions - Published Catalogs and Pricing Structure | pages 2-3 | The Government states that the published price catalogs should be provided; however, the RFI instructions further state that "If a Respondent elects to include pricing, it is limited to one page inclusive of a narrative." Can the catalog be included as an Appendix that does not count toward the page limit? | The Government will accept seperate pricing information in additon to the 10 page limitation to the RFI reponse as long as the total response to the RFI does not exceed 5 MB. |
| PWS Sections 4.1 and 4.3 | pages 4-5 | To enable us to highlight the most pertinent projects and examples, we would like to clarify if the work is uniquely internal or if there are notable external components. For example: In section 4.1 TA 1 – Communication Strategy and Plan Implementation it mentions web materials, is that for an intranet or internet? |
"The strategic and tactical support fand creation of content for the ITS web presence and web materials created and used by the agency, such as Knowledge Based Articles (KBAs), corrective action plans, releases, upgrades, and other IT related materials."
4.3 TA3 – Campaign and Branding Support speaks of internal comms but then mentions press releases and other outreach materials.
"The development and implementation of campaigns, stakeholder communications, outreach materials and related content, as well as agency-wide messaging and press-releases." This work is uniquely internal to the OCC ITS organization and agency with the goal to drive engagement, understanding of IT products, services, and the organization overall.

@Guy, Christine L I think Press Releases is probably inaccurate, bc it implies external audiences. However, this work will be entirely internal to the OCC. If there was work that would be external, it would likely be some sort of deliverable (talking points or assistance with a ppt) to a member of the leadership team for an external purpose.
Page 2 of the RFI asks to describe an approach for "accessing relevant data, technology, and tools necessary for successful delivery." Is the Government expecting the contractor to supply any hardware or software? The Government does not expected the Contractor to provided hardware of software.

@Gandhi, Mital P @Bouchard, Andrea C do we know what the ITS CIO communication goals are and could provide? | @Guy, Christine L I have to call user error, I have no idea! I actually thought we responded to this and used very generic software terms for our service catalog, collaboration spaces, and communication via email? | TA 1 – Communication Strategy and Plan Implementation | What is the intended web presence platform, i.e., internet or intranet? Is there a designated webmaster or developer that will support or is that role that is being sought after to be included in the support? This information will also shape and determine the methods and capabilities used for the delivery of products, marketing and data analysis as some methods require third-party software with direct access to the internet while a closed intranet platform will utilize baked in software that is available to ITS. | This would only be for content to be shared on the intranet. The content would be sent to the office of communicatons that manages all aspects on the website. There is no expectation that the vendor would manage any web platform. |
| TA 1 – Communication Strategy and Plan Implementation | What is the ideation and expected product for the creation of a lunch and learn series? Is this a guided discussion with a moderator or an outlined plan for the ITS team to use and implement? | The contractor shall create and facilitate the lunch and learn sessions. The vendor would not be the subject matter expert or presenter of the sessions. However, the vendor shall ideate on topics and present to leadership for approval/concurrence, coordinate schedule and speakers, and work with admin staff to manage logistics. |

| @Gandhi, Mital P @Bouchard, Andrea C we need to provide frequency and flow all this information over to the PWS | TA 1 – Communication Strategy and Plan Implementation | Will the data and materials be provided or is the expectation for the communications team to dig and find the stories to support the creation and dissemination of engaging and informative content that supports communication objectives? | The content might be curated from ongoing projects that would require reaching out to teams for information, interviews, etc. It is also possible that the data and materials will be directly provided with an explicit request for a draft article, etc. | |
| TA2 – Product and Service Delivery Communications Support | Is the intent to support the logistics, coordination, and execution of ITS trainings to have a public relations/event coordinator plan and host these events? | The work would be internal to the ITS organization or specific, internal communities. The support would be more to query employees for potential ideas, coordination of topic ideas, schedule, logistics, and creator of communications content that the leadership team might use to share with the workforce. | ||
| TA2 – Product and Service Delivery Communications Support | For the creation and management of feedback mechanisms and channels for end-users to provide input for an environment of continuous improvement, (e.g. surveys/polls, focus groups, and feedback sessions.), is this feedback for the communication strategy plan and its implementation or for ITS products? | The feedback mechanisms would be used to request, optional feedback from sessoins, gauge levels of interest, provide ideas, etc., from sessions that would benefit the workforce and drive engagement in the organization. This would likely be an input into the communication strategy and plan, and less for product implementation. | ||
| TA2 – Product and Service Delivery Communications Support | Is the expectation for the creation of user guides to be rewritten in plain language from available technical publications? | The creation of user guides would be from collaboration with the business partners and technical teams with the goal of communicating functionality with simplified, plain language instructions or concepts. It is possible that the information will be provided and the vendor may also be asked to review from an editorial perspective. | ||
| TA3 – Campaign and Branding Support | Is the support to the organization of events, webinars, and workshops to engage with internal customers from a technical perspective (e.g. web developer) or from a public relations perspective (host/moderator/event planner)? | The support to organization of events is not from technical perspective but from communication and organization perspective. | ||
| 4.1 TA 1 – Communication Strategy and Plan Implementation | 4 | The 6th bullet appears to have a typo - "fand" |
| The strategic and tactical support fand creation of content for the… | The Government has updated this to read "The strategic and tactical support and creation of content for the ITS web presence and web materials created and used by the agency, such as Knowledge Based Articles (KBAs), corrective action plans, releases, upgrades, and other IT related materials." | |
| H. Training Requirements | ||
| Role-Based Training. | 10 | Will the government confirm that "role1" is a typo or clarify what is meant by role1. |
| The Contractor shall ensure that IT personnel supporting this contract complete eight (8) hours of role-based specialized IT security training on an annual basis. The Contractor must identify the IT personnel and their respective IT role1 that they serve in support of this contract. | The Government has updated this to read "The Contractor must identify the IT personnel and their respective IT role that they serve in support of this contract. The Contractor shall provide the list of List of IT Personnel on this Contract and Respective Role and the Completion Report for Role-Based IT Security Training per directions in the "Security and Privacy Vendor Deliverables" section." | |||
| 9.0 ORGANIZATIONAL CONFLICT OF INTEREST | 13 | Does the government perceive any potential conflict of interest for an awardee of the Strategic Communications Support Services contract and vendors performing technical support services for the Office of Information Technology Services (ITS). | The Government believes there is the possibility for a conflict of interest for an awardee on future acquisitions. Any potential or known organizational or personal conflicts of interest during the period of performance of this BPA must be brought to the attention of the Contracting Officer immediately. |
