Death Claim Benefit’s Analysis Support Services

Statement of Work

DRAFT

1.0 BACKGROUND

The Office of the Comptroller of the Currency (OCC), The Office of Human Capital is responsible for providing management advisory services on the full range of human capital management.

Within the Office of Human Capital, the Compensation and Benefits Division is responsible for design, development, communication, and implementation of various support systems and program changes tied to compensation and benefits programs. OCC must develop ongoing methodologies that will seek to maintain comparability to its Financial Institutions Reform, Recovery and Enforcement Act (FIRREA) of 1989 peer group. In 1989, the FIRREA required the

OCC to align its compensation and benefits with those of the other federal regulatory agencies that are exempt from certain provisions of Title V. To ensure that this alignment is maintained, the OCC makes a conscious effort to review its compensation and benefits program regularly.

Currently, OCC offers a comprehensive package of benefits which include Medical Coverage, Dental & Vision, OCC Life Insurance, 24hr Personal Accident Insurance, Business Travel

Accident, Short Term Disability, 401K, Domestic Partner Health Subsidy, Physical Exam Program, Flexible Spending Account, Life Cycle Account, and performance‐based increases and bouses.

2.0 OBJECTIVE

The objective of this Task Order is to ensure that OCC Death Benefit plans remain competitive and among the best within the FIRREA community. In addition, this will assist OCC in understanding the death benefits premium trends and future premium increases in 2025 and beyond.

3.0 SCOPE

The contractor shall provide Death Claim Benefits Consulting Support that ensures OCC has the best‐valued benefits program that positions them as a leader in the FIRREA community. The contractor shall provide death claims submission review and analysis, evaluation, and conduct market research on industry trends.

All tasks shall be performed in a manner that meets the highest level of professional standards and adheres to industry leading practices. All Contractor personnel shall be fully proficient in the areas in which they work. All Contractor personnel are expected to:

Act in a consultative manner, proactively searching for creative solutions and strategies.

Respond promptly, professionally, and courteously to requests for assistance.

Freely provide knowledge transfer of work products and expertise associated with contracted tasks.

4.0 TASKS

Contractor shall perform the following activities associated with each task:

4.1 Death Claims Analysis Support

The contractor shall furnish all the necessary staff and resources to provide Death Claims Analysis Support of this Task Orders. OCC Death claim data from CY2018‐CY2023 was 216 cases and will be provided by Human Capital without Personal Identifiable Information

(PII).

The contractor shall provide the following:

4.1.1 Review and analyze OCC Life Insurance Death Benefit plan program design and documents to ensure they are best valued among the FIRREA community.

4.1.2 Review and analyze OCC Life Insurance Death Benefit Claims and quarterly reports for CY2018‐2023 submitted by employees to see if there are patterns in the types of deaths for employees and retirees

4.1.4 Review and analyze OCC active, OCC retirees and OTS retirees’ claims submitted in conjunction with the probability of a premium increase based on the claims.

4.1.5 Review and analyze Basic, Option 1, Option 2, and Option 3 Claims submitted in conjunction with the probability of a premium increase based on the claims.

4.1.6 Review and analyze publicly available death claim data to identify possible trends in future death claims and causes of death.

4.1.7 Conduct market research and access independent plan life insurance companies’ death benefits premium trends and future premium increases to determine the probability of increases in 2025 and beyond.

4.2 Project Management Support

The contractor shall furnish all the necessary personnel and resources to provide project management (PM) support for the administration of this Task Orders. The PM shall ensure healthy bidirectional communication between the contractor team and the OCC. The contractor shall provide in writing performance issues through the COR to the CO during the period of performance.

The contractor shall provide the following project management support:

4.2.2 Provide a bi‐weekly status report to the COR with the status of work products and project timelines

4.2.3 Meet bi‐weekly with the COR and OCC compensation benefits team to provide status updates.

5.0 DELIVERABLES

The Contractor shall ensure that all deliverables are clear, concise, technically accurate, well‐ organized, properly referenced, completed by the appropriate due dates and in the form of emails, reports, or any format mutually agreed upon by the contractor and OCC.

6.0 PLACE OF PERFORMANCE

The activities performed under the task order shall be performed off‐site at the Contractor’s facilities.

7.0 PERIOD OF PERFORMANCE

The period of performance for this task order shall be from Date of award through 3 months.

8.0 Section 508 Requirements

Section 508 of the Rehabilitation Act, as amended by the Workforce Investment Act of 1998 (P.L.

105‐220) requires that when Federal agencies develop, procure, maintain, or use information and communication technology (ICT), it shall be accessible to people with disabilities. Federal employees and members of the public who have disabilities must have access to, and use of, information and data that is comparable to people without disabilities. As such, the following requirements apply to this solicitation:

1) Products, platforms and services delivered as part of this work statement that are ICT, or contain ICT, must conform to the Revised 508 Standards, which are located at 36 C.F.R. §

1194.1 & Apps. A,C & D and available at https://www.access‐board.gov/guidelines‐and‐ standards/communications‐and‐it/about‐the‐ict‐refresh/final‐rule/text‐of‐the‐standards‐and‐ guidelines.

2) E102 / 702.10 – Web Content Accessibility Guidelines (WCAG) 2.0 guidelines success criteria level A & AA are incorporated as a requirement. The referenced WCAG criteria is available at http://www.w3.org/TR/WCAG20/.

3) A completed Accessibility Conformance Report (ACR) found at https://www.itic.org/policy/accessibility/vpat, using Voluntary Product Accessibility Template

(VPAT) Revised Section 508 Edition, Version 2.4, is required to assist the Government in determining that the ICT products or services support Section 508 accessibility standards.

4) E202 – No General Exceptions Authorized by OCC.
