About this file
This document is a combined synopsis and solicitation for property-level data using simplified acquisition procedures. The solicitation is for nationwide residential property data including assessor data, transaction data, and automated valuation model (AVM) valuations back to third quarter 2018 on a monthly basis going forward. Quotations are due by 21 February 2023. The Office of the Comptroller of the Currency within the Department of the Treasury issued the solicitation, which is not set aside and open to all. The document includes questions and answers to provide additional details to vendors on requirements for the property data and AVM model. The evaluation criteria focus on how quotes meet or exceed the performance work statement requirements.

Q&A for Property-Level Data RFQ 2031JW23Q00031
# Question(s)1 Response Change to RFQ Text? Description of Change 1 We are a small disadvantaged business that is interested in the opportunity. Could we speak to you about more information regarding the need? I don’t see a Statement of Work.
The Government can answer specific questions as posed per the instructions in the RFQ.
This RFQ has a performance work statement (see Part III of the RFQ).
No None
2 What is the estimated amount of properties to be analyzed and documented monthly/annually?
The number is too large to estimate (nationwide). The data should already be in existence with the vendor. To be clear, OCC is buying a premade commercial product/service, not asking for custom analysis or evaluations.
No None
3 How many properties entered in the previous contract? The number is too large to estimate (nationwide). The data should already be in existence with the vendor. To be clear, OCC is buying a premade commercial product/service, not asking for custom analysis or evaluations.
No None
4 Any travel required? No, travel is not required. No None 5 Please advise if there is currently an incumbent in-place. Yes No None 6 Can you please provide the previous Solicitation number? The previous solicitation number can be obtained via Freedom of Information Act request to the OCC (See https://foia-pal.occ.gov/App/Index.aspx).
No None
7 I’m interested in this contract could you explain more? The Government can answer specific questions as posed per the instructions in the RFQ. No None 8 Are the data components (assessor, transaction, pre-foreclosure) to be supplied National or Regional?
If regional, what geographic locations?
National No None
9 Is the AVM specifically for residential properties and commercial properties or residential only?
Residential only No None
10 How does the OCC primarily use this data? Which department(s) is/are utilizing the data? What fields are of greatest value/utility?
OCC elects not to answer this question and sees it as irrelevant to whether a vendor can perform as stated in the PWS.
No None
11 Would the OCC consider a 3-5 business days extension from the due date to provide some additional time to consider the answers to the questions and complete the response?
The RFQ will be extended to 21 February 2023 @ 1:00 PM Eastern Time due to the federal holiday on 20 February 2023. OCC is seeking pre-existing commercial data and believes Quoters should be able to provide the required quote in the time allotted.
Yes Due date extended.
12 May the provider include past performance references for similar contracts? If so, how many are suggested/permitted?
The only required references are for corporate experience as per Section 2.0.2. of Part IV of the RFQ.
No None
13 Does the OCC’s intended reliance on AVM data to support its supervision efforts include the regulation of AVMs (or other valuation methods) themselves?
No, this is not OCC’s intent in procuring this data. No None
14 May an AVM cascade be used to provide the AVM data? Yes, provided all other requirements of PWS Section 4.1.2. “AVM Valuation” are met. No None
15 Is AVM data required for every residential property in the US? If not, what is the minimum AVM coverage required?
No, AVM data is not required for every residential property in the US.
Regarding minimum coverage, more is better. See evaluation criteria in section 2.1.2. of the RFQ “Quotes will be evaluated against the requirements of the PWS to determine the extent to which quotes meet or exceed, to the OCC’s benefit, the requirements in this PWS.”
No None
16 How important is home condition as an input to the AVM model the OCC intends to use?
The AVM will be evaluated as a whole product, not by its individual inputs. No None
17 Is it acceptable to the OCC that the AVM model documentation to be provided does not specify intellectual property such as model coefficients and the like?
It is acceptable as long as the Quoter can still describe the AVM in enough detail to meet the requirements in section 2.1.2. of the RFQ.
No None
18 For the historical AVM values, what is the required ‘as-of’ date for retrospective valuation each year back to 2018?
Starting 1 July 2018. No None
19 Could the OCC precisely define what is meant by an AVM model “refresh”, e.g., a change in the model’s coefficients, for the purposes of this RFQ?
The OCC cannot precisely define what determines if a refresh has happened or is needed, but generally it will be any change that materially effects the AVM output.
No None
1 The questions as submitted may use the term “Offer” and “Offer.” The Government is soliciting quotations (quotes), not offers. A quotation cannot be accepted to form a binding contract (see definition of “offer” in FAR part 2). The Government will be the party to provide an offer to a prospective Quoter if an award is made.
Q&A for Property-Level Data RFQ 2031JW23Q00031
# Question(s)1 Response Change to RFQ Text? Description of Change 20 For the Technical requirements section, is there any criteria for which properties to pull or are we just assumed to pull all properties nationwide, For Example:
a. Specific Geographies (i.e., specific states or counties)
b. Specific land use types (i.e., SFR vs. Multi-family or just RESIDENTIAL SINGLE is included)
c. Specific properties OCC will provide (Match & Append to a list of properties)
*In order to understand volumes / pricing this is key to understand
All properties nationwide
a. No
b. No
c. No
No None
21 Under Technical Requirements…For the AVM Valuation where it notes “Series must go back to at least 3rd Qtr. 2018”, are you looking for monthly RETRO AVM values going back to that timeline for nationwide properties and then going forward, monthly AVMs delivered?
For example:
o July 2018 - $250k o August 2018 - $255k o Sept 2018 - $250k o Etc.…through current
Monthly is fine, but quarterly is required at a minimum. No None
22 In order to complete the pricing, we would like to understand the historical piece as well...
a. We have quite a bit of history on both the property data required and AVM data, would you like to see our pricing broken out by year buckets (i.e., 1 year of history vs. 3 or 5 year or 10+, etc.) or just a blanket price point for any amount we can provide?
b. Do you want the Historical data price to be only shown as a part of the BASE year since we assume option years will be go-forward monthly pricing only and not historical?
a. No, only quote as per the requirements of the RFQ.
b. No, only quote as per the requirements of the RFQ.
No None
23 We wanted to point out that the documents show the RFQ response being due on Feb 20th, however this is a federal holiday (President’s Day). Do you know if that date will be updated?
The due date will be extended to 21 February 2023 @ 1:00 PM Eastern Time. Yes Due date extended.
24 For Volume II, Corporate Experience, please clarify the requirements for the two requested instances of corporate experience. Are we correctly understanding that both examples should demonstrate experience providing AVMs only and should not focus on our experience providing the other types of property-level data requested in this RFQ?
Yes, that is correct. No No
25 Please expound on the level of detail required for the corporate experience rating criteria.
Is client name, period of performance required?
What other information/details are required?
Non-Federal contracts may not have a designated contract number so what should be done in those instances? If an example can be provided it would be extremely helpful.
Per RFQ Part IV section 2.0.2. “contract number; contracting officer (or equivalent for non-governmental contracts); contracting officer’s representative (COR) or commercial point of contact (as appropriate) and their telephone numbers and email addresses; dollar value of the contract; period of performance; and a representation that the Quoter was the prime contractor.”
If a contract number is not used, OCC will consider any internal tracking number (order number, license number, etc.), known to both your company and the reference point of contact you provide us, to be the de facto contract number and should be included your quote for reference purposes. I.e., we need a way to refer to the contract effort by your company when talking to the reference points of contact you provide us.
No None
1NOTE: The questions as submitted may use the term “Offer” and “Offer.” The Government is soliciting quotations (quotes), not offers. A quotation cannot be accepted to form a binding contract (see definition of “offer” in FAR part 2). The Government will be the party to provide an offer to a prospective Quoter if an award is made.
