ATTACHMENT D-REVISED_Q&A WORKSHEET
QUESTIONS AND ANSWERS WORKSHEET FOR OCC DAILY NEWS BRIEFING SOLICITATION-REVISED (#2031JW23Q00027)
#PAGE #SECTIONINDUSTRY'S QUESTIONS/COMMENTSGOVERNMENT'S ANSWERS
18C.3.2.6Can you provide additional guidance on “other relevant social media coverage” topics you’d like to monitor on social media channels? The Government anticipates that the social media coverage topics will be the same as the daily news briefing topics.
2Oral Demonstration Scenarios and Requirements - Tab B - Task 3C.3.3.4Would OCC benefit from declaring a time and day of which all offerors should submit their samples to ensure an apples-to-apples comparison amongst the offerors? The Government intends to send email notifications to all responsive Quoters of dates and times available for participation in the virtual demonstrations within 4 hours of the solicitation close. Quoters are required to use the news link (Attachment F) and articles (Attachments F1 and F2, one or both) for preparing its sample summaries for the virtual demonstration. The news link and article shall be used by all Quoters during the virtual demonstration to display its understanding of the Government’s requirements and capability to perform the functions identified within the script and requirements of Attachment F-REVISED_Oral Demonstration Script with Interview, Tab B_Scenarios-Requirements.
310C.3.4Is the OCC open to receiving news media analysis and social media analysis in separate platforms? The Government is open to receiving news media analysis and social media analysis in separate platforms.
419G.2.2May offerers invoice all CLINs using FFP vs. invoicing some CLINs using FFP and other using T&M? Offerers provide calculations of hourly rates driving FFP, but rely on FFP vs. T&M as a more stable mechanism for services of this nature. At this time, the Government anticipates Quoters to quote pricing, per each CLIN's contract type, based on the level of effort proposed for the work, task activities, schedule, and deliverables identified throughout the RFQ. Furthermore, the Government anticipates the resulting contract to be billed based on the contract type for each CLIN structure. However, as performance of the contract continues and the quantity of provided services (e.g., labor, hosting) by task becomes known and more defined, the Government may consider converting the labor hour type to a firm fixed price as detailed in section A.2 of the RFQ. The conversion would be of mutual agreement between the Government and Awardee via formal modification in accordance with FAR 52.212-4(c), Contract Terms and Conditions – Commercial Items, Changes (Oct 2018).
511C.3.7.2Can the government share the size of the existing archive that it wishes to be transitioned to the awarded vendor? The Government's existing archive contains daily news briefings for approximately 15 years. Each daily news briefing contains an average of 85 articles each per work day.
68C.3.2.2The government references that the "Daily News Digest briefing is anticipated to average seven (7) to ten (10) pages" . Can the government share a representative sample of this product so industry may understand the desired look/feel of the deliverable? The Government does not have a preferred or "desired look/feel of the deliverable." Therefore, no representative sample of this product will be provided. The Government seeks fulfillment of the requirements in Section C.3.2 of the RFQ.
78C.3.2.1Can the government provide a representative sample of the Early Bird?No representative sample of this product will be provided. The Government seeks fulfillment of the requirements in Section C.3.2 of the RFQ.
810C.3.5Can the government confirm the total number of users that will require access to the Media Analytics Dashboard?Yes, the Government confirms "the total number of users that will require access to the Media Analytics Dashboard" is no more than five (5) per Section C.3.5.3 of the RFQ.
910C.3.5Based on our review, it appears the OCC requires users of the Media Analytics Dashboard to search for any content of interest - even if it has not been included in the Daily News Digest or the Early Bird. Can the government confirm this need? No, the Government requires users of the Media Analytics Dashboard to search for specific content that has been previously included in the Daily News Digest or the Early Bird.
1010C.3.5In order to allow the OCC users of the Media Analytics Dashboard the ability to quickly adjust to the media landscape, can does the government require that these users have the ability to search across all mediums - Editorial, Broadcast, and Social Media for any topic on demand (even if that coverage did not appear in the Daily News Digest or the Early Bird? The Government requires "OCC users of the Media Analytics Dashboard" to have the ability to search key topics (no more than 15) as stated in Section C.3.4.1 of the RFQ. The Government requires the Media Analytics Dashboard to be an "online presentation" providing the analysis outlined as stated in Section C.3.5.2 per Section C.3.5.3 of the RFQ.
11GeneralGeneralGiven the shortened week as a result of the Federal Holiday on 1/16, we are concerned that Quoters will not have enough time to adequately review the government's responses and provide a completed response by 1/19/23. In order to ensure the government receives as many competitive quotes as possible, would the government consider a 1 week extension until 1/27/23?No, the Government will not extend the solicitation period by 1 week. The solicitation close time and date, 12:00PM Eastern Time on January 19, 2023, remains unchanged.
1211C.3.7.1Can the government confirm that the average number of clips is 85 per day (combined between the Early Bird and Daily News Digest)? This is important to fully understand the storage costs. The Government confirms "that the average number of clips is 85" per work day as stated in Section C.3.6.3 of the RFQ.
1310C.3.4.1Do the 15 Key Topics discussed here differ from the 20 Sections discussed in C.3.2.1? If so, how?Yes, "the 15 Key Topics discussed here (Section C.3.4.1 in the RFQ) differ from the 20 sections discussed in Section C.3.2.1." The 20 sections from the Daily News Digest briefing refers to format, where as the 15 key topics refers to the use of media clips and social media content about the OCC for the Media Analytics Dashboard.
148C.3.2.5Given the current social media climate, can the Government confirm that in addition to full Twitter firehose access, Quoters must be able to provide full access to Reddit, Meta content (Facebook & Instagram), and a variety of additional social media sources to ensure OCC has a complete picture of the media landscape? No, the Government does not require "full access to Reddit, Meta content (Facebook & Instagram)." The Government requires "Twitter must be reviewed, at a minimum" for social media coverage, as indicated in C.3.2.6 of the RFQ.
15GeneralGeneralDoes OCC require a media database with the ability to build media lists and distribute press releases to the media? No, the Government does not "require a media database with the ability to build media lists and distribute press releases to the media." This requirement is not within the scope of the RFQ.
16GeneralGeneralDoes OCC require a social media management solution to measure, schedule, and manage OCC owned social media accounts? No, the Government does not "require a social media management solutin to measure, schedule, and manage OCC owned social media accounts." This requirement is not within the scope of the RFQ.
1710C.3.5Given the increased speed of the media landscape, would the government require that the Media Analytics described in C3.5.2 always be updated in real-time based upon the most recently published news data as opposed to a once daily output? No, the Government does not "require that the Media Analytics described in C3.5.2 always be updated in real-time based upon the most recently published news data." Per Section C.3.5.2 in the RFQ, the Government seeks reading, scoring, and dashboard reporting of content in the daily news briefings.
