Anywhere and Bloomberg Terminals are accessible via the internet and provide subscribers with access to all of Bloomberg’s supported and managed solutions. Through their product offering, Bloomberg provides access to proprietary content (i.e. research, data, and calculations). Research is available through Bloomberg Intelligence which delivers an independent perspective (not a buy or sell-side firm) providing in-depth analysis and data sets on industries and companies, government, credit, litigation, and economic factors. Bloomberg’s information on Government entities includes the entire FDIC universe of banks. CCC users are able to interact directly with Bloomberg through their chat functionality. Bloomberg’s proprietary credit default risk model provides information on a company’s default risk and default probability based on the model inputs. The OCC’s user can compare the company’s fundamentals with the industry averages and graph the company’s default risk distribution in the industry. Bloomberg’s bank default risk model provides information on bank failures and bank assistance. Bloomberg aggregates data from numerous third-party sources including government agencies, broker/analyst firms, and ratings agencies. Bloomberg’s strength lies in data from the fixed income marketplace which is important to analysis performed by the OCC’s bank examiners and economists. From a compliance standpoint, all messages and queries are stored and available for future retrieval.
This requirement is proprietary to Bloomberg and provided by Bloomberg only. There are no resellers.
6. A description of efforts to ensure that offers were solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by FAR subpart 5.2 and, if not, which exception under FAR 5.202 applies:
The Contract Specialist posted a Notice of Intent to Sole Source on FBO.gov on April 6, 2018.
Interested sources were afforded with the opportunity to submit information with pricing and sufficient technical documentation to establish a bona fide capability to meet the requirement.
Thomson Reuters responded with information on Eikon product on April 12, 2018. This information was shared with the Program Office. Upon review of the information, including a discussion with end users, and obtaining additional information from Thomas Reuters on areas identified as key differentials, the determination was made that this requirement will remain a sole source. Key differentials include Bloomberg’s research through Bloomberg Intelligence. Bloomberg performs their own research and through the chat function, users are able to interact with a Bloomberg analyst directly. Research is accessible through Bloomberg Anywhere and Bloomberg Terminals and available in real-time. Queries are stored and available for future retrieval.
7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable:
The Contracting Officer (CC) determines that the anticipated price will be fair and reasonable. The CO has historical pricing information and information is available on what other government agencies and commercial companies are paying.
8. A description of the market research conducted (see FAR part 10) and the results or a statement of the reason market research was not conducted:
In addition to the Notice of Intent to Sole Source posted to FBO.gov, the Program Office conducted market research by performing internet and article searches comparing similar services as well as discussions with colleagues.

The 0CC cannot remove competitive barriers at this time. The primary barriers are the proprietary nature of the licenses and the ab5ence of alternate sources capable of providing the complexity of the software without having multiple software types and vendors. This contract is being awarded with a base period of one-year pius four (4) one-year option periods.
