About this file
This document is a Request for Information (RFI) issued by the United States Mint for its Sales and Marketing Directorate (SaM). The Mint is seeking a third-party consultant to conduct an operational review of the entire SaM Directorate, which is composed of the Administration, Sales, and Marketing divisions, as well as the Associate Director's Office. The objective is to assess SaM's current business operations and provide recommendations to improve productivity, streamline processes, and enhance the work culture. The scope of the review will focus on operational areas such as operations management, portfolio management, program management, project management, financial management, technology management, integration management, human resource management, culture transformation, change management, and governance management. The selected vendor will be required to work with the three SaM divisions to gather the necessary information. The Mint is looking for responses that outline technical proposals on how to meet the operational review requirements.

SECTION C – STATEMENT OF OBJECTIVES
C.1 INTRODUCTION
The United States Mint is embarking on a Request for Information (RFI), to engage expert consulting and other vendors on how to best achieve the results the agency is looking to obtain from conducting an operational review of its entire directorate. The Sales and Marketing Directorate (SaM) is comprised of three (3) divisions, including Administration, Sales, and Marketing. Additionally, the organization also has an Associate Director’s Office, who is charged with overseeing and providing strategic leadership and guidance for SaM.
C.2 BACKGROUND
The United States Mint was established by an Act of Congress dated April 2, 1792, pursuant to Article1, Section 8 of the United States constitution. The primary mission of the United States Mint is the production and distribution of circulating coinage used to conduct the nation’s trade and commerce. The United States Mint also produces numismatic products including proof, uncirculated, and commemorative coins; Congressional gold medals; and silver, gold, and platinum bullion coins.
The United States Mint’s SaM Directorate faces challenges with integration of its three (3) divisions, execution of business processes and implementation of policies and procedures in many areas across its organization that adversely affect the organization’s ability to formulate strategic objectives. SaM seeks to make significant improvements to multiple operational components across its footprint, including, but not limited to operations management, portfolio management, program management, project management, data management, financial management, technology management, integration management, human resource management, culture transformation, change management and governance management.
Effective implementation of enhancements within the above noted operational components will enable SaM to reach its ideal end-state: which is to become an organization that is operationally integrated in the most optimal manner to meet its mission. For SaM to reach its desired end-state, SaM requires external evaluation from a qualified vendor to identify the gaps within its operations. Some of the areas that require evaluation include, but are not limited to, operations management, portfolio management, program management, project management, data management, financial management, technology management integration management, human resource management, culture transformation, change management and governance management. In addition to identifying gaps that exist within its operations, SaM is also looking to receive recommendations on how it can best fill the gaps that are identified within the selected vendor’s ‘Final Recommendations Report’.
C.3 OBJECTIVES
The United States Mint’s SaM Directorate seeks to improve productivity by streamlining business processes and improve the business work culture by developing and implementing a business improvement plan. The objective of this project is to have a third-party consultant

The second, third and fourth phases will be defined after the awarding of the contract.
