C.5. PERFORMANCE OBJECTIVES, GOALS AND OUTCOMES:

Overall Objectives:

Replacement of the two existing loading dock doors.

Provide a design that utilizes the best (performance and life cycle cost considered) technical approach for loading dock doors that provide both ballistic and ram protection.

Provide all support and operations necessary to replace the two existing loading dock doors. This support and operations objective includes:

o Personnel - Provide a proper mixed skilled, experienced, and required number of qualified personnel.

o Materials - Provide all necessary supplies, spares, tools, and test equipment, consumables, hardware, software, automatic data processing equipment, documentation, and other applicable properties.

o Facilities - Provide administrative and workspaces.

o Organizational Processes - provide internal controls, management oversight, safety, and supply support.

Ensure the Performance Work Statement that is submitted with contractor proposals identifies and lists the most stringent federal or state requirement met. Requirements are identified in the Unified Facility Criteria and Unified Facility Guide Specifications via wbdg.org.

Technical objectives:

o Requires Level 9 or higher ballistic protection.

o Provides both blast and anti-ram protection.

o Meets or exceeds an insulation rating of R-19.5.

o Has observation and engagement ports, which provide the same level of protection as the rest of the door. The glazing must allow for observation on the unsecure side, but must have a reflective film to prevent observation within the secure side. The ports will be of a guillotine design with horizontal movement and release locking and latching mechanisms. The number, size, and location will be provide during the site visit.

o Integrates with current security peripherals. (Information to be shared during the site visit.)

o Have built-in safety when the doors are in the open position.

o Is sustainable and damaged portions replaceable by maintenance personnel throughout the life-cycle.

o Has low life-cycle support costs. Coated to prevent damage by the environment, including scratches during daily operation.

o Functions with existing electronic access control system. (Information to be shared during site visit.)

o Perform the project with a minimal impact to other material and systems that may be located in the area.

o Make maximum use of existing material (recycle materials from this demolition where applicable and certification required) and current technology.

o Conforms to Institute of Electrical and Electronics Engineers grounding, ballistic standards, forced entry, wind load standards, and crash barrier standards.

o The System shall be equipped with hardened electronic equipment capable of operating at various temperatures, without assistance from a cooling or heating apparatus.

o The System’s electrical/electronic components shall possess protective chemical coating or polymer film to protect circuits from harsh environments that may contain moisture and or other chemical contaminants (i.e. conformal coating).

o All electronic equipment (circuitry) shall be protected against transient voltage surges, resulting from lightning strikes or Electrostatic Discharge (ESD) via the appropriate protection device (transorb/gas discharge devices).

o The door opening and closures shall be redundant and have a manual failover capability.

o The doors will open into the loading dock versus stacking or layering in or near the door frame.
