Request for Quotes (RFQ) #2031JG19P00084, “Replacement of 8 HVAC Systems at the United States Bullion Depository” (Questions and Answers)

QUESTIONS

ANSWERS

1. Has a thorough asbestos survey of the proposed work area been completed by the "Government"?

Yes - in 2002 Asbestos mitigation was completed on this facility.

2. Will there be a communication BACnet DDC control system to link these units for status and alarm or will each unit have a wall temperature sensor and be stand alone operation?

VariTrac is used on three Trane systems and Liebert has its own system that come with their units.

3. Are there any drawings or electrical schematics available to assist with proposal development?

No. For security purposes, the United States Bullion Depository does not release drawings.

4. What is the brand and model number for the existing units?

Trane and Liebert. Vendors will have an opportunity to acquire the model/serial number at the Site Visit.

5. Is the current controls system or software proprietary? Not to our knowledge.

6. Will the new system be required to be compatible with current controls or can/should it be a new system?

It’s totally up to the Contractor on whether they wish to change current controls or install new ones.

7. Are there HVAC systems that are staying in place that we need to have compatibility with?

No.

8. Will the contractor be responsible for a temporary system for cooling? Yes – only if the Contractor has a system down for more than 7 days.

9. Section 5I of the SOW states that the new HVAC systems shall be “capable of supporting current and future HVAC requirements (which includes such things refrigerant, power consumption, etc.)”. Can you please elaborate?

The refrigerant used should not be removed from service before the life cycle of the equipment. Basically you can’t use R22 systems. The other part is about the SEER of the units being installed. For example if a 13 SEER is required for new equipment to be installed and in 5 years the requirement will be 18 SEER, Then the contractor should install the 18 SEER.

10. How long does the warranty period need to be on the new system? 3 Years (Per Section 23 of the RFQ).

11. Do you anticipate this being done in phases based on location of the systems?

Yes. Further details regarding the phased approach will be communicated at the Site Visit.

12. When does this project need to be completed? 1 Year from the date of award (Per Section 2 of the RFQ).

13. Will “cleared” contractor personnel be issued a badge for access or will they need to be escorted?

Escorted.

14. What’s the procedures for entry and exit to the facility and what’s the average time to enter and exit?

That will be discussed at the site visit.

15. Is there a list of existing equipment? If yes, can you please provide it for proposal development?

No.

16. Section 5A of the SOW states that the systems “shall conform to the Institute of Electrical and Electronics Engineers grounding”. Do the present systems conform to this standard or will new electrical be required to update these systems?

Yes.

17. Section 5D of the SOW states that the systems shall (amongst other things) be shall be capable of functioning in “magnetic effects”. What is a magnetic effect? Is this an electromagnetic pulse or a persistent magnetic effect or something different?

This will be elaborated upon at the Site Visit.

18. Are As-Built drawings required to be provided at the end of the project?

Yes.

File details come from the government source that posted it.
