About this file
Summary: 2027-102 Bemidji Area Forestry Beaver Control
This document comprises the attachments to a Request for Bid (RFB) issued by the Minnesota Department of Natural Resources for beaver control services in the Bemidji Area. The project involves monitoring beaver activity on 75 miles of 11 State Forest Roads in White Earth Forest, which contain approximately 170 culverts. Contractor responsibilities include maintaining water flow through all culverts and removing beavers and debris that obstruct the culverts. The work is divided into three periods: September 1 through October 31, 2026; April 1 through May 31, 2027; and September 1 through October 31, 2027. Interested contractors may schedule site visits by contacting Project Supervisor Annamarie Eckwright at 218-888-7611. All responses must be submitted electronically through the SWIFT Portal, with the latest event version required for consideration. The State reserves the right to award items separately, by grouping, or by total, whichever is most advantageous.
Unit pricing must be all-inclusive, encompassing labor, materials, tools, transportation, equipment, sales tax, use tax, and all other costs necessary for project completion. Direct Pay Permit 1114 does not apply to this project. Responders must provide pricing at the unit line level in SWIFT and declare compliance with non-collusion, organizational conflicts of interest, and other certification requirements outlined in Attachment A. Contractor contact information for both contract management and purchase order receipt must be provided in Attachment D, along with any applicable prompt pay discount terms offered. Award will be made to the lowest responsible vendor meeting specifications and all terms and conditions. The State reserves the right to cancel the contract if an organizational conflict of interest is discovered after award, or to terminate for default if such a conflict was known prior to award and not disclosed.
