About this file

This is a Qualification Form submitted in response to a Request for Bid (RFB) issued by the Minnesota Department of Natural Resources (DNR) for the 2026 Kingsbury Bay Eurasian Watermilfoil Removal project (2027-085). The project involves the removal of Eurasian Watermilfoil through hand pulling or diver-assisted suction harvesting from approximately 6.91 acres across five sites within Kingsbury Bay in the St. Louis River. Respondents must submit all responses electronically through the Swift Portal, with no email or faxed submissions accepted. The project supervisor is David Grandmaison, who can be contacted at 218-302-3249 or david.grandmaison@state.mn.us for site visits. The award will be made to the lowest responsible vendor meeting all specifications and terms, with the State reserving the right to award items separately, by grouping, or in total as deemed most advantageous.

The qualification form establishes two mandatory requirements for contractor eligibility. Respondents must demonstrate substantial completion of at least one contract since January 1, 2021 as a prime contractor for SCUBA/diver mechanical removal of aquatic vegetation or similar work with a value of $10,000 or greater, with documentation including the property owner, contact person, contact telephone number, dollar amount, and completion date. Additionally, contractors must certify that their company has not been found in default or had a contract terminated for cause within the last 36 months; any affirmative response to this question will result in solicitation rejection. The State reserves the right to contact references and verify contractor responsibility based on factors including project milestone adherence, communication quality, on-site supervision, subcontractor coordination, compliance with Minnesota prevailing wage law, and timely subcontractor payment.
