About this file
This is Addendum No. 1 to the specifications for the Minnesota Department of Natural Resources' Lewiston Area Orchard Pruning solicitation (2027-020), issued on June 29, 2026, to clarify contract specifications for pruning services on approximately 17.8 acres across three separate sites in the Lewiston Forestry Area. The three bid groups include Snake Creek Oak (8 acres, approximately 225 trees), Gordon Subline Red Oak (0.8 acres, approximately 50 trees), and Kronseder Oak (9 acres, approximately 399 trees). Bidders may respond to one, some, or all groups. The original bid opening date of July 7, 2026, at 2:00 p.m. remains unchanged. Work must be completed by March 31, 2027, with a start date of August 15, 2026. Site visits can be arranged with the Project Supervisor, and the three bid groups may be scheduled independently within the project timeline.
The addendum provides critical clarifications addressing bidder questions regarding licensing requirements, acreage measurement and verification, debris management, invasive species handling, and work sequencing. Specifically, no specialized arborist certification or DNR pre-qualification is required; however, bidders must demonstrate the ability to prune without damaging trees. Final acreage for payment will be determined using GIS mapping based on acres completed. Pruned debris must be piled on adjacent state land within one-half mile of the seed orchard and must not interfere with seed orchard or state forest activities. Equipment must be cleaned before leaving each site due to the presence of invasive shrubs. The addendum specifies that instructions to remove less dominant stems apply only to approximately 40 forked or multi-stem trees marked on the map for Bid Group 3. This addendum becomes part of the bid, and bidders must respond to the latest version of the project event to acknowledge receipt.

STATE OF MINNESOTA
DEPARTMENT OF NATURAL RESOURCES
ADDENDUM NO. 1 to the Specifications
FOR
Lewiston Area Orchard Pruning Solicitation No. 2027-020
Original Opening Date: July 7, 2026
Original Opening Time: 2:00 PM
THE BID OPENING DATE HAS NOT CHANGED.
SCOPE OF ADDENDUM
REGARDING: Exhibits D: SPECIAL INSTRUCTIONS AND SPECIFICATIONS and Exhibit E: PROJECT
SPECIFICATIONS.
INCLUDE: Clarifications to the contract specifications as follows:
1. Question: Does the State require any specific tree-care license, arborist certification, or DNR pre-qualification to bid or perform this work, or is qualified labor plus the required insurance sufficient?
a. Response: No, bidder must be able to prune without damaging trees – no improper cuts and bark ripping.
2. The tree counts (225 / 50 / 399) and acreages (8 / 0.8 / 9) are listed as estimates. Since payment is per acre, how is final acreage measured and verified for payment?
a. Response: Final acreage is determined by acres completed using GIS mapping.
3. For Bid Group 3, the instruction to "remove the less dominant stem" does this apply only to the approximately 40 forked/multi-stem trees marked on the map, or more broadly across the site?
a. Response: Yes, this direction is for the 40 forked or multi-stem trees.
4. Are any of the three sites known to contain invasive species that would dictate the work sequence or require additional equipment-cleaning steps?
a. Response: Equipment is to be cleaned before leaving each site. There are invasive shrubs present.
5. Can the three bid groups be scheduled independently between the August 15, 2026 start and the March
31, 2027 completion date, including winter work?
a. Response: Yes, the work is to be completed before the next growing season.
6. Is there any restriction on where pruned debris may be piled, or a required distance from the orchard, beyond "as directed by the Project Supervisor"?
a. Response: The pruned debris is to be piled on adjacent state land as to not interfere with seed orchard or State Forest activities. In all cases, this is within ¼ mile of the seed orchard.
