About this file

This is an Addendum No. 2 issued by Roanoke County, Virginia's Purchasing Division to modify RFP 2027-003 for commissary services. The addendum extends the proposal due date to November 11, 2026, at 2:00 PM, superseding the previously announced deadline of November 4, 2026. The commissary services are required for two detention facilities: the Western Virginia Regional Jail Authority (WVRJA) with an average daily population of 610 inmates and the Roanoke County/Salem Jail with an average daily population of 80 inmates. The vendor must operate daily commissary services, including inmate ordering at least twice weekly through housing-unit kiosks and inmate telephones, with delivery by company-owned truck from an offsite warehouse. The contract term is one year with renewal options for up to four additional one-year periods, subject to yearly reviews. Bidders who previously responded via eVA to an earlier round must resubmit their proposals, and a signed acknowledgment of this addendum must be submitted either prior to the due date or attached to the proposal submission.

Pricing terms remain unchanged during the first contract year, with any subsequent price increases subject to County approval and limited to comparable retail items in the local area. The vendor compensates the facilities through a percentage of weekly sales as commission. No set-asides or preference programs are identified in this solicitation. Required vendor qualifications include at least five years' experience with the Lockdown Resident Banking Software inmate accounting program, two years' experience integrating inmate telephone ordering with jail management systems, an interface compatible with existing inmate tablet kiosks, backup telephone ordering capability, staff with security clearance and background checks, drug testing for all employees, a backup warehouse plan within Virginia, welfare kits for indigent inmates, and monthly gross-sales and welfare reporting. Operations must comply with 4th Edition ALDF/ACA Standards, National Commission on Correctional Healthcare standards, and Virginia Department of Corrections minimum standards. The point of contact is Dawn M. Rago, Senior Buyer, at (540) 283-8150 or drago@roanokecountyva.gov.
