About this file

This is a Request for Information (RFI) issued by the Defense Commissary Agency (DeCA) to conduct market research on commercial laundry and textile processing service providers. DeCA seeks to identify qualified vendors capable of laundering, sanitizing, processing, packaging, and returning Government-owned linens used at DeCA facilities. The RFI is for market research and planning purposes only and does not constitute a commitment to issue a solicitation or award a contract.

The RFI contains 16 questions addressing vendor capabilities across multiple service dimensions. Key areas of inquiry include operational capacity (standard turnaround times, pickup frequency, ability to support scheduled pickups at CONUS commissary locations), inventory management (tracking systems, chain-of-custody procedures, prevention of cross-contamination), specialized processing requirements (wash formulas, chemical sanitizers, thermal processes for normal and high-grease/raw meat textiles, USDA/FDA/OSHA food safety compliance), equipment capabilities (heavy rubber mats, industrial wet mops), damage handling procedures, quality control processes, and current experience with Customer-Owned Goods (COG) programs. The RFI also seeks pricing information including standard rate structures (per pound, per piece, or flat route fees), minimum stop charges, fuel surcharges, and specific regional or installation coverage. Respondents are encouraged to identify any linen types, quantities, processing requirements, or conditions that could affect feasibility, pricing, or performance of the contemplated services.
