About this file

Summary

This document is a pre-bid meeting minutes record for Palm Beach County's Environmental Resources Management division concerning the reconstruction of a dock facility at Old Bridge Park. The project, designated 2026ERM01, involves demolishing and reconstructing a former dock within Lake Worth Lagoon, including concrete pile installation, timber framing and decking, timber railings, dock hardware, and concrete repairs to the existing bulkhead cap. The bid schedule contains 14 line items covering mobilization/demobilization, site restoration, monitoring and reporting, surveys and record drawings, and various structural components. The non-mandatory pre-bid meeting was held on August 12, 2026, in a virtual/in-person format, with a non-mandatory site visit scheduled for 1:30 p.m. following the meeting. Bidders must submit written questions by August 20, 2026, at least seven days prior to the bid opening. The proposal submission deadline and bid opening public meeting are scheduled for August 27, 2026, at 2:00 p.m. at the ERM offices located at 2300 North Jog Road, 4th Floor, Vista Center. The contract term is 180 calendar days from the date of commencement, as stated on the Notice to Proceed issued following Board of County Commissioners approval.

The Engineer's Estimate for the project is $309,490. This is an Invitation for Bid (IFB) to be awarded to the lowest responsive responsible bidder. A bid bond of 5 percent of the proposed contract price is required with bid submission. The Liquidated Damages rate is set at $825 per calendar day. The project is partially state funded, therefore Palm Beach County's Small Business Development and Local Preference Ordinances do not apply. Upon contract award, the selected contractor must submit a certificate of insurance, executed contract, and public construction bond equal to 100 percent of the contract price within 14 calendar days of the Intent to Award notice, with no time extensions permitted. The contractor must mobilize within 15 calendar days after the Notice to Proceed and is responsible for all quality assurance/quality control plans, safety plans, environmental pollution prevention plans including turbidity control and monitoring, operational scheduling, and surveys sealed by a Florida-registered professional surveyor or engineer.

Welcome & Introductions Overview on Contract/Bidding Documents – Yamel Vasquez

• All relevant information covered today pertaining to this project (dollar figures, deadlines and numbers) can be found in the solicitation currently posted via the County’s Vendor Self-Service (VSS) https://pbcvssp.co.palm-beach.fl.us/webapp/vssp/AltSelfService.

• For updates on the stages of the procurement process, visit ERM’s website www.pbcgov.com/erm/

• The deadline to submit proposals is Thursday, August 27th, 2026, at 2 p.m. That is also the date and time of the bid opening public meeting, which will take place at ERM offices located at 2300 North Jog Road, 4th

Floor, Vista Center.

• The contract documents, including bid forms, plans, and estimates, are currently available free of charge through the VSS website referenced earlier. This is also the site where changes and responses to questions will be posted, so be sure to check this website from time to time.

• Any bidding questions or requests for clarification are to be submitted in writing to ERM-Bidding@pbc.gov at least seven (7) days prior to the bid opening. That means the deadline for submitting inquiries is

Thursday, August 20th, in this case. Be sure to read the solicitation and submit inquiries early.

• This solicitation is an IFB and for that reason the contract will be awarded to the lowest responsive responsible bidder following our review of the proposals submitted.

• The contract term is 180 calendar days from the date of commencement, which will be stated on the Notice to Proceed to be issued following BCC approval of the contract.

• The Liquidated Damages rate has been set at $825 per calendar day.

• This project is partially state funded. Therefore, the county’s SBD and Local Preference Ordinances do not apply. The Bid Form portion of the solicitation contains all the forms necessary to submit a proposal. It’s important that you use the forms provided (you can always add additional pages). Make sure all requirements and attachments are fully completed. Common mistakes such as blank spaces and missing signatures are grounds for disqualification. Pay close attention to the documentation being requested of you and submit information that fits the criteria specified.

• Bid bond is set at 5% of the proposed contract price and due with bid submission.

• The Bid Schedule currently features 14 line items.

• The Engineer’s Estimate is $309,490. For more details on the estimate, see page in the Technical Specifications.

• If you are awarded the contract, you will receive our Notice of Intent to Award. This notice will contain instructions on what documents to submit next. They include a certificate of insurance, the executed contract, and a public construction bond in an amount equal to 100% of the contract price. They are all due no later than 2 weeks (14 calendar days) after we issue the Intent to Award notice. There will be no time extensions to submit these materials.

• The County’s General Conditions are standard conditions and cover a wide range of contracts. Please review the Supplemental Conditions section for project-specific conditions and details. In the event of a conflict between these general conditions and the grant conditions, the grant conditions will prevail.

• Appendix A contains useful forms to be used by the selected contractor once the work begins and throughout the life of the contract.

• Appendix B pertains to post-bid information, which the County may or may not require of the selected bidders. If requested by the County, each bidder must be prepared to submit this information within 2 days of the request.

Technical Specifications – David Swigler

• Explained that his presentation would highlight key requirements and conditions in the Technical Specs and Construction Plans that are important to the work and should be considered when preparing bids. He emphasized that the presentation was not a substitute for reviewing the contract documents in their entirety https://pbcvssp.co.palm-beach.fl.us/webapp/vssp/AltSelfService https://pbcvssp.co.palm-beach.fl.us/webapp/vssp/AltSelfService https://pbcvssp.co.palm-beach.fl.us/webapp/vssp/AltSelfService http://www.pbcgov.com/erm/ mailto:ERM-Bidding@pbc.gov but was intended to draw bidders’ attention to certain important items and assist them with the bidding process.
