About this file

This is a Notice of Intent to Sole Source a federal contract opportunity.

The U.S. Air Force Academy (USAFA), through the 10th Contracting Squadron located in Colorado Springs, intends to award a sole source contract to Aerophysics Research Instruments, LLC, a small business based in Corona, California, for a calibration body kit for the 0.75" Mk LVI Balance. The contract will be awarded as a Firm Fixed Price Contract using simplified commercial procedures under RFO Part 12, with an anticipated award date of September 30, 2026. The NAICS code for this requirement is 334519 (measuring and controlling devices), and the PSC code is 6635. Aerophysics Research Instruments, LLC has been determined as the sole responsible source because it is the Original Equipment Manufacturer and exclusive intellectual property owner of the 0.75" Mk LVI Balance, possessing the proprietary engineering drawings and tolerancing data required to manufacture a 100% compatible calibration body kit. Compatibility is critical to prevent catastrophic mechanical failure during high-load calibrations and ensure aerodynamic testing data validity. A detailed market search on gsaadvantage.gov and other government supply sources identified no alternative vendors capable of providing this commodity.

No formal solicitation will be posted, as the Government has determined sole source procurement is appropriate. However, all responsible and interested sources may submit a capability statement by 10:00 AM MDT on June 17, 2026, demonstrating clear and convincing evidence that competition would be advantageous to the Government. Written responses must be directed to Dawson Hopkinson (dawson.hopkinson@us.af.mil) or Contracting Officer Melinda Lingley (melinda.lingley@us.af.mil). Contractors must maintain current registration with the System for Award Management (SAM). An ombudsman, James Anderson, has been appointed to facilitate resolution of concerns from offerors and interested parties.
