Justification and Approval for Other than Full and Open Competition

This is a Justification and Approval for Other than Full and Open Competition document (Plan ID: 2026-CRS-0021) from the Library of Congress for a sole-source award to Squirro.

The Library of Congress, OCIO, IT Design & Development division requires Squirro Cognitive Search software including the Insight Engine and AI Studio supporting a maximum of 10,000 possible users or not more than 50,000 searches per month. The contractor shall also continue hosting, operating, and maintaining the existing Amazon Web Service (AWS) environment across Development, Test, Staging, and Production environments in the us-east-1 region. Operational support will be provided through Squirro's Gold Support package, which includes 2-business-hour response time for P1 issues (phone reporting only), 4-business-hour response for P2 issues, 1-business-day response for P3 issues, online/email/phone support channels, emergency patches, and new releases. The contract period runs from September 28, 2026 through March 27, 2027 (6-month base period), with a 6-month option period extending through September 27, 2027. The Library previously conducted full and open competition resulting in an Accenture contract expiring September 27, 2026. The justification cites that Squirro is the only source that can satisfy requirements within the required timeframe, as the platform is mission-critical to the CRS.gov website and deeply integrated into the Library's infrastructure. The Library requires this bridge contract to allow sufficient time to procure and implement a replacement solution. The Contracting Officer determined pricing is fair and reasonable based on historical prices paid and comparison to prior orders. The Competition Advocate approved the award for actions valued greater than $900,000, including the 6-month option period.

Justification and Approval For Other than Full and Open Competition

Plan ID Number: 2026-CRS-0021

Form Updated 4/14/2023

Justification & Approval For Other than Full and Open Competition

As a legislative branch agency, the Library is subject to the competition and advertising requirements of 41 U.S.C. § 6101. Like the Competition in Contracting Act and the FAR, 41 U.S.C. § 6101 does not require competition when a contracting officer certifies that only one source or brand-name item is available, when dictated by public exigency, or when otherwise authorized by law.

This document sets forth the justification and approval for award of a contract or order by means providing for other than full and open competition per 41 U.S.C. § 6101, LCR 7-210, and, as applicable, FAR 6.302, FAR 13.106-1, FAR 8.405, and FAR

16.505. Contracting without competition shall not be justified on the basis of a lack of advance planning or concerns related to availability of funds.

This form shall be used to support instances where competition will be limited to a single source, a limited number of sources, including where a brand name product is required.
