About this file

This document is a Sources Sought Synopsis issued by the Centers for Disease Control (CDC) to conduct market research for Technology Research and Development Team (TRDT) Support services. The notice seeks capabilities from small businesses (including small disadvantaged, 8(a), service-disabled veteran-owned, HUBZone, and woman-owned businesses) with NAICS code 541512, focusing on five key technical areas: rapid prototyping and emerging technologies, agile development and human-centered design, cloud infrastructure and scalability, data analytics and artificial intelligence, and technology horizon scanning and innovation transition.

Respondents are required to submit detailed capability statements addressing these technical domains by October 7, 2025, via email to al00@cdc.gov in Microsoft Word or PDF format. The government will use the market research to determine the acquisition method, which may result in a small business set-aside or full and open competition, potentially with multiple awards. Interested firms are asked to provide organizational details, prime contract vehicles (such as NIH CIO-SP3, NASA SEWP V, and GSA contracts), and comprehensive capability documentation demonstrating technical expertise in the specified areas.

In your response, please describe how you evaluate and select the ideal technology stack for a given proof of concept, considering both the project’s immediate goals and the potential path of the solution into production. Provide at least one example where you transitioned a low-fidelity prototype into a functional, high-fidelity solution that was production-ready or capable of scaling to production;

1. Agile Development & Human-Centered Design - What agile methodologies, human-centered design approaches, and collaboration tools (e.g., JIRA, mockup platforms, iterative sprint processes) does your organization use to ensure prototypes meet user requirements in fast-moving public health or technology environments?;

1. Cloud Infrastructure & Scalability - Describe your organization’s experience designing, managing and securing flexible, hybrid cloud environments (e.g., VMware, Nutanix, NetApp, open-source cloud technologies such as ProxMox). How do you ensure scalability, security, and compliance while supporting R&D and rapid prototyping?;

1. Data Analytics & Artificial Intelligence - What is your organization’s capability to design and implement advanced data analytics and AI solutions (e.g., machine learning, generative and predictive AI, agentic AI, data pipelines, statistical modeling)? Please share an example of how you have applied these techniques to solve complex challenges, including how you ensured data quality, privacy, and scalability in the process; and

1. Technology Horizon Scanning & Innovation Transition - How does your organization perform technology horizon scanning and translate promising technologies into prototypes, and then into operational public health IT solutions? Please describe your approach to evaluating new technologies and handing off mature solutions to production teams.

Based on the responses to this sources sought notice/market research, this requirement may be set aside for small businesses or procured through full and open competition, and multiple awards may be made.
