About this file
This is a Sources Sought Notice for market research regarding the design and construction of a ship lift facility at Kuwait Naval Base (KNB). The requirement involves the design, construction, installation, and certification of a ship lift system that will coordinate with the existing rail transfer yard to transport vessels vertically and horizontally throughout the drydock areas. The scope includes structural design and installation of the ship lift (structure, hoists, and capstans), structural improvements to existing piers and piles, and associated utility system upgrades. The ship lift must integrate seamlessly with the existing transfer system originally built by Pearlson Shiplift Corporation (PSC). The project is for the Kuwait Ministry of Defence (KMOD), with performance taking place at Kuwait Naval Base, Kuwait, requiring the ability to obtain base access. The anticipated NAICS code is 237990 (Other Heavy and Civil Engineering Construction) with a small business size threshold of $45 million.
Interested parties must complete a capability questionnaire via the provided link (https://forms.osi.apps.mil/r/eMSu9F6CR9) with responses due no later than 12:00 PM Eastern Time on July 17, 2026.
