About this file
This document is a certification form for applicants to the USDA Rural Development Fertilizer Investment & Expansion for Long-term Domestic Supply (FIELDS) Program. Applicants must certify that their entity is engaged in or proposing to engage in fertilizer process manufacturing that will significantly increase domestic production capacity and strengthen the U.S. fertilizer supply chain. The facility must be physically located and operate within the U.S. or U.S. territories, be domestically owned, and produce fertilizer for availability to U.S. farmers. Applicants certify that they do not hold a market share in production greater than or equal to the entity holding the fourth largest market share for nitrogen, sulfur, phosphate, potash, or combinations thereof.
Applicants must also certify compliance with all applicable federal, state, tribal, and local regulations; that equipment can be procured within the proposed development schedule; and that they will obtain an operating license to manufacture or process fertilizer, with a requirement to return awarded federal funds if the license is not obtained. Additional certifications include that the applicant entity is in good standing, not subject to pending enforcement actions, not suspended or debarred from USDA programs, not involved in bankruptcy, and has secured sufficient funding including matching funds to complete the project. The form requires USDA Rural Development to screen applicants through the Do Not Pay System, verifying active SAM registration, absence from debarment lists, and other eligibility criteria. Applicants acknowledge that false or misleading information may result in ineligibility determination, application denial, award termination, or forfeiture of grant funds.
