Dated: 2 September 2026

1.0 INTRODUCTION/BACKGROUND The 505th Combat Training Squadron plans, coordinates, and executes worldwide training, testing, and experimentation to exercise C-NAF Headquarters and their joint and coalition partner's command and control of air, space, and cyber.

2.1 OBJECTIVE: The objective of this task order is to provide project management and subject matter expertise support to the Air Operations Center (AOC) Command and Control Weapons System Part Task Trainer (C2WSPTT) Training Support Program. The task order also provides innovative techniques and expertise to develop customer specific air, space, and cyber “fly out” replication and scenario development in support of training and exercises. Primary training and exercise audience is intra and inter divisional-level training for the 5 AOC Divisions (Combat Operations, Combat Plans, Strategy, Intelligence Surveillance and Reconnaissance Division and Air Mobility Division). Secondary audiences are in support of 505 CTS supported events. Further the contractor will support integration of Full Motion Video (FMV) for operations of Remotely Piloted Aircraft (RPA) systems directly sustaining AOC training. Task order requirements include replicating FMV from Predator, Hunter, Pioneer and Shadow RPAs and using Digital Terrain Elevation Data (DTED) down to sub-meter imagery. C2WSPTT must replicate capabilities of these systems, to include striker abilities for combat mission training/preparation, to provide the most realistic training and exercise environment possible.

Support to the program also includes installation, configuration, upgrading and maintenance for the C2Core Air located at the 505th Communications Squadron, 505th Command and Control Wing. The system administrators will work with the 505th Communications Squadron to load, configure and upgrade C2CORE AIR and C2WSPTT suites in support of the AOC C2WSPTT Training Support Program. This effort includes loading and maintaining the assigned C2CORE AIR Air Operations Databases (AODBs) and worldwide Modernized Intelligence Databases (MIDB). In addition, the contractor must maintain and update the PTT Secret Internet Protocol Router network (SIPRNET) website allowing Numbered Air Forces and Falconer AOC sites access to local produced MQT products and other training materials. System administrator duties and responsibilities include: Sun Solaris/Windows system administration, installation, upgrade and configuration; system performance monitoring and multi-server troubleshooting; Oracle and Sybase database server management, backup, recovery, and maintenance; maintain and update the master training scenario library on the PTT SIPRNET website; when necessary, provide on-site assistance to support training scenario execution; and, comply with all government operational security, communications security, information assurance, and personnel security policies. This would apply to C2CORE AIR replacement system as well. If C2CORE AIR is replaced during the contract award years the Weapons System Program Office will ensure any required spin up training is provided.

2.2 AOC Formal Training Unit (FTU) and Experimentation Support: The Contractor may be requested to assist in the development of one training scenario for the 505th Training Squadron End of Course exercise. In addition, the Contractor may provide scenario support to AOC replicated operations during one experimentation event per year.
