About this file

This document contains Department of the Army permits issued by the U.S. Army Corps of Engineers Jacksonville District and supporting construction drawings for rehabilitation of the Bob Sikes Fishing Pier in Pensacola Beach, Florida. The initial permit (SAJ-2025-00570) was issued on February 18, 2026, authorizing repairs to 15 pilings supporting the existing pier structure located in Santa Rosa Sound immediately north of Santa Rosa Island at Latitude 30.345732 and Longitude -87.151553. The work is authorized under Nationwide Permit 3 (Maintenance) and includes repair of eleven concrete pilings with 10-foot pile jackets and four concrete pilings with 35-foot pile jackets, with pile diameters increasing from 18 inches to 30 inches. The initial permit verification was valid until March 14, 2026, with a reverification issued on April 9, 2026, extending validity until March 15, 2031. The permittee must submit a Commencement Notification form within 10 days of work initiation and as-built certification with engineering drawings within 60 days of project completion.

The permit includes extensive special conditions addressing environmental and safety requirements, including installation and maintenance of floating turbidity barriers with weighted skirts around work areas, compliance with Standard Manatee Conditions for In-Water Work, adherence to the Jacksonville District Programmatic Biological Opinion, and coordination with cultural resources and historic preservation protocols. Personnel must maintain "Idle Speed/No Wake" vessel operations and shut down all in-water activities if manatees approach within 50 feet. The project incorporates cathodic protection systems using galvanic zinc anodes and bulk zinc anodes to mitigate corrosion, with detailed reinforced concrete pile jacket construction specifications and crack repair procedures provided in the technical drawings. Any deviations from approved permit drawings must be documented and reported. The permittee is responsible for obtaining all required state and local permits, including compliance with National Flood Insurance Program requirements and Florida Fish and Wildlife Conservation Commission coordination for state-listed species protection.

Such activity shall not resume without written authorization from the State Archeologist and from the Corps.

5. Permit Conditions Prevail: If information in the permit attachments conflict with the special conditions of this permit, the requirements of the permit special conditions shall prevail.

6. Assurance of Navigation and Maintenance: The Permittee understands and agrees that, if future operations by the United States require the removal, relocation, or other alteration, of the structures or work herein authorized, or if in the opinion of the Secretary of the Army or his authorized representative, said structure or work shall cause unreasonable obstruction to the free navigation of the navigable waters, the Permittee will be required, upon due notice from the Corps of Engineers, to remove, relocate, or alter the structural work or obstructions caused thereby, without expense to the United States. No claim shall be made against the United States on account of any such removal or alteration.

7. Turbidity Barriers: Prior to the initiation of any of the work authorized by this permit, the Permittee shall install floating turbidity barriers with weighted skirts that extend within 1 foot of the bottom around all work areas that are in, or adjacent to, surface waters. Johnson’s seagrass and its critical habitat were delisted from the Endangered Species Act on May 16, 2022. Therefore, JAXBO PDCs required to minimize adverse effects to Johnson’s seagrass and its critical habitat are no longer applicable to any project. Failure to comply with applicable PDCs will constitute noncompliance with this permit. In addition, failure to comply with the applicable PDCs, where a take of listed species occurs, would constitute an unauthorized take. The NMFS is the appropriate authority to determine compliance with the Endangered Species Act. The most current version of JAXBO can be accessed at the Jacksonville District Regulatory Division web page in the Endangered Species section at:

https://www.sad.usace.army.mil/Missions/Regulatory/Florida/.

JAXBO may be subject to revision at any time. The most recent version of the JAXBO must be utilized during the design and construction of the permitted work.

This letter of authorization does not include conditions that would prevent the ‘take’ of a state-listed fish or wildlife species. These species are protected under sec.

379.411, Florida Statutes, and listed under Rule 68A-27, Florida Administrative Code.

With regard to fish and wildlife species designated as species of special concern or threatened by the State of Florida, you are responsible for coordinating directly with the Florida Fish and Wildlife Conservation Commission (FWC). You can visit the FWC license and permitting webpage (http://www.myfwc.com/license/wildlife/) for more information, including a list of those fish and wildlife species designated as species of special concern or threatened. STANDARD MANATEE CONDITIONS FOR IN-WATER WORK

The permittee shall comply with the following conditions intended to protect manatees from direct project effects:

a. All personnel associated with the project shall be instructed about the presence of manatees and manatee speed zones, and the need to avoid collisions with and injury to manatees. The permittee shall advise all construction personnel that there are civil and criminal penalties for harming, harassing, or killing manatees which are protected under the Marine Mammal Protection Act, the Endangered Species Act, and the Florida Manatee Sanctuary Act.

b. All vessels associated with the construction project shall operate at "Idle Speed/No Wake” at all times while in the immediate area and while in water where the draft of the vessel provides less than a four-foot clearance from the bottom. All vessels will follow routes of deep water whenever possible.

c. Siltation or turbidity barriers shall be made of material in which manatees cannot become entangled, shall be properly secured, and shall be regularly monitored to avoid manatee entanglement or entrapment. Barriers must not impede manatee movement.

d. All on-site project personnel are responsible for observing water-related activities for the presence of manatee(s). All in-water operations, including vessels, must be shutdown if a manatee(s) comes within 50 feet of the operation. Activities will not resume until the manatee(s) has moved beyond the 50-foot radius of the project operation, or until 30 minutes elapses if the manatee(s) has not reappeared within 50 feet of the operation. Animals must not be herded away or harassed into leaving.

e. Any collision with or injury to a manatee shall be reported immediately to the Florida Fish and Wildlife Conservation Commission (FWC) Hotline at 1-888-404-3922. Collision and/or injury should also be reported to the U.S. Fish and Wildlife Service in Jacksonville (1-904-731-3336) for north Florida or Vero Beach (1-772-562-3909) for south Florida, and to FWC at ImperiledSpecies@myFWC.com

f. Temporary signs concerning manatees shall be posted prior to and during all in-water project activities. All signs are to be removed by the permittee upon completion of the project. Temporary signs that have already been approved for this use by the FWC must be used. One sign which reads Caution: Boaters must be posted. A second sign measuring at least 8 ½” by 11" explaining the requirements for “Idle Speed/No Wake” and the shut down of in-water operations must be posted in a location prominently visible to all personnel engaged in water-related activities. These signs can be viewed at MyFWC.com/manatee. Questions concerning these signs can be sent to the email address listed above.

REINFORCED CONCRETE PILE JACKET

PLAN

ELEVATION

(1) Each Side

Galvanic Strip Anodes

Notes:

1. Clean pile surface of oil, grease, dirt, marine growth and other foreign materials that could prevent proper bonding between the old concrete and the new cement grout as per FDOT

SPEC. PROVISION 457.

2. Locate center rebar on one face of pile using a pachometer and core-drill a 2 inch diameter access hole through the concrete to expose the steel. Drill and tap the rebar to accept a 5/16 inch stainless steel threaded rod for negative connection. After installation, the rod shall extend a minimum of 1 1/2 inches outside of the existing pile surface. Seal the core hole with sand-cement mortar.

3. Sandblast exposed reinforcing steel to "near white metal"

4. Place reinforcing steel cage along with Galvanic anode strip around pile.

5. Set forms for concrete jacket. (Treat forms with an approved form release agent before placing concrete)

6. Dewater forms and place concrete. Leave forms in place for a minimum of 72 hours.

7. Because the marine biofilms will begin to develop on submerged surfaces immediately after cleaning, which will cause the improper bonding, keep the time interval between surface preparation and concrete placement to an absolute minimum preferably less than 36 hours.

8. Install bulk anode on pile (using clamp brackets) at a maximum elevation of 2 feet below low tide. Secure anode wire to pile using stainless steel clamps and hardware.

9. Route zinc band and bulk anode wire to PVC connection box and connect to reinforcing steel through stainless steel threaded rod to provide a closed circuit system.

Notes:

1. For Crack Repair Locations, See

Sheet B2-20.

2. For Beam Crack Repair, follow

Crack Repair Procedure.

EXISTING REINFORCED CONCRETE

Crack Repair Procedure:

A. Remove loose or delaminated concrete.

B. Undercut all exposed reinforcing steel by removing concrete from the full circumference of the steel.

The minimum clearance between the concrete substrate and reinforcing steel shall be specified in the manufacturer's recommendations.

C. Concrete removal shall continue along the reinforcing steel until no further delamination, cracking, or significant rebar corrosion exists and the reinforcing steel is well bonded to the surrounding concrete.

D. Clean exposed reinforcing steel of rust, mortar, etc. to provide sufficient electrical connection and mechanical bond.

E. Galvanic anodes shall be installed along the interface between new and old concrete at a maximum spacing of 24".

F. Place galvanic anodes as close as possible to the patch edge while still providing sufficient clearance between anodes and substrate to allow the repair material to fully encase the anode with a minimum concrete mortar cover over the anode of 1 in. If necessary, increase the size of the repair cavity to accommodate the anodes.

G. The tie wires shall be wrapped around the cleaned reinforcing steel at least one full turn in opposite directions and then twisted tight to create a secure electrical connection and allow no anode movement during concrete placement.

H. If repair materials with resistivity greater than 15,000 ohm-cm are to be used or if the resistivity is unknown, pack Galvashield Embedding Mortar or equivalent between the anode and the substrate concrete to create a conductive grout bridge ensuring no voids exist.

I. Contractor shall seal cracks in accordance with Section 411 of the Standard Specification. Crack to be sealed will be at the direction of the Engineer.

EXISTING STEEL H-PILE WITH JACKET
