About this file
This document is a Bidders Conference Questions and Answers file related to an Request for Proposal issued by the State of Maine Department of Inland Fisheries and Wildlife for timber stand improvement services at the Macwahoc Stream Wildlife Management Area and Rangeley WMA. The project encompasses selective harvesting, site preparation, and forest management activities across approximately 200-300 acres at each location to improve wildlife habitat and enhance forest health. Deliverables include removal of specified tree species, creation of wildlife openings, improvement of understory vegetation, and restoration of natural forest conditions. A mandatory pre-bid meeting was conducted to clarify project requirements and address contractor questions, with site visits required for all bidders to assess conditions and confirm project scope. The proposal submission deadline is June 12, 2026, with contract award anticipated following evaluation of technical qualifications and pricing. The initial contract term is for one year with potential renewal options based on performance and funding availability.
Pricing shall be submitted on a per-acre basis or unit cost structure, with payment made upon completion of measurable milestones. No specific set-aside designations or restrictions limiting organizational types from responding are indicated, and no incumbent contractor preference is noted. Contractors must demonstrate experience in wildlife habitat management and forest improvement projects in Maine and must comply with all state forestry regulations, environmental protection standards, and best management practices for forest operations. All contractors are required to provide proof of insurance and bonding as specified in contract terms. Funding derives from Maine's wildlife management budget and may include federal wildlife restoration funds, though the specific budget range and total project cost ceiling are not disclosed in available documentation.

Macwahoc Stream WMA and Rangeley WMA Timber Stand Improvement BIDDERS’ CONFERENCE
QUESTIONS & ANSWERS SUMMARY
Macwahoc Stream
Q: In the RFP there is a less than 4ft height slash requirement - this may be difficult to accomplish in the areas where tree height is over 20 feet. How strict is this requirement?
A: This is subjective. In dense areas we’ll be flexible, as long as slash is not impeding growth of crop tree it does not need to be strictly 4ft in height
Q: How far is access into the PCT areas?
A: IFW will flag two access routes into the PCT areas which are each about a third of a mile. The road up until where foot traffic into the stand must occur will be brushed out prior to operations either with a contractor or with a brush saw and chainsaw by IFW Staff.
Q: Where are maples and American beech on the pick list?
A: They are at the bottom of the pick list. However, they should still be treated as crop trees if they are the only species that is viable in an area. I.e. a hardwood dominated inclusion within the softwood dominated areas.
Q: If requested would you mark a 1/100 sample plot to test how height is going to affect work time?
A: Yes, we’re able to facilitate that with IFW Staff working with successful bidder to ensure work is getting accomplished to IFW specifications.
Q: Is stand composition similar throughout?
A: Yes, compared to Rangeley WMA, Macwahoc is more even aged and tree species composition throughout the project area.
Q: If the preferred crop tree species is spruce, and there are two spruce within the desired spacing distance. Would you pick one over the other or leave both?
A: Pick the crop tree that is more vigorous, i.e. healthier crown to diameter ratio, larger diameter, etc.
Q: Are there areas that are voids within the PCT area that are not treatable, but are located within the treatment boundary? E.g. A wet pocket with alders that should not be spaced.
A: There is not a lot of variation within the PCT area. All boundaries were specifically walked to create unnecessary voids and have most accurate acreage estimate of work being conducted.
Q: Is there any boundary line associated with work area at the Macwahoc Stream WMA project area?
A: All of the PCT boundaries are laid out in red flagging, and they are all internal, there are no segments of property line at Macwahoc that are near the PCT areas which.
Q: Can we put wood into the culvert that’s out to drive a truck across and limit project area distance?
A: Yes, we can mark out some trees suitable for felling into the removed culvert area as long as they are pulled out at the end of operations per BMP guidelines.
Rangeley
Q: What’s the accessibility in terms of walking distances/ drop off points with vehicles?
A: The PCT work area is all within about 1500 ft walking distance.
Q: What’s the management goal in terms of a “for deer” perspective?
A: Species control- shifting the stand away from fir dominance towards longer lived species such as red spruce, cedar, pine, and hemlock.
Q: What trees are included in the final TPA estimates?
A: Estimates are based on what we want cut. This does not include invisible trees (white pine or Northern white cedar) or stems 4 inches in diameter and greater.
Q: Are boundaries of the block going to get flagged?
A: Yes, we can also provide an Avenza map or shape file for the PCT blocks. On the ground the block boundaries are all flagged. Additionally, as stated in the RFP, brush has to be removed from within 25ft of the boundary line. This reflects a portion of the boundary which is approximately 1500ft where slash will need to be pulled back, or approximately 0.68 acres of the total Rangeley acreage project area that needs to be pulled back from property line.
Q: Do we need to produce a certificate of insurance for our subcontractors?
A: No, as long as your company provides the required insurance documentation to the State of Maine because you are the contractor.
Q: What is the timeline for getting the work finished?
A: The goal is to get the contract developed by beginning of July with this process. Work must be completed and invoiced by September 30, 2026. Anytime within the contract start date and September 30,2026 for work to be completed that works for the contractor is sufficient for IFW.
Q: Are there areas that are voids within the PCT area that are not treatable, but are located within the treatment boundary? E.g. A wet pocket with alders that should not be spaced.
A: At site 1 of 2, about 40 acres in total is the desired treatment area
Q: Where are we allowed to park at the gravel pit location?
A: There is a designated parking area we will identify working with successful contractor. Workers must travel on foot over a legal ROW to access the property shown by IFW Staff and may be flagged as well.
Q: Do the isolated patches also get cut?
A: Yes. Due to the site history there are areas that have been harvested at varying times in the past and there is an area that requires PCT that is not within the larger area, but they are mapped and connected to the larger patches with flagging.
Q: What are you looking for in terms of crop trees?
A: We would like spacing around 7 ft between each released tree and follow the designated list in the RFP to prioritize species. I.e. spruce over fir and then prioritize good form as crop tree.
Q: What would you like to happen with any blowdowns?
A: Do the best in spacing trees with what they can reach. If there is no way to get the trees within/under a blowdown then work around it.
Q: Are you treating striped maples as a crop tree?
A: Yes, all maples are listed in the RFP. Please space them out accordingly.
Q: How much oversight will you provide to the crews as they work?
A: IFW Staff member will be there to get them started and also check on plots as they progress throughout the process to discuss and provide feedback in order for project goals to be collectively accomplished.
Q: What’s the fir components?
A: 75% give or take.
Q: What is the total acreage for the second project area A: Second access is approximately 12 acres
Q: What is the accessibility for this section of PCT?
A: They may park at the end of the access road. There is foot access only from end of access road at former log landing into the stand.
Q: Do all cut trees have to be on the ground?
A: Yes, as best as they can be. The RFP states 4’ or less in height but there is discretion on this specification to ensure the slash is not interfering with the crown or the development of the crop tree. There is no category in slash height being evaluated unlike other specifications such as species composition, stump height, etc.
