About this file

This is a Request for Information (RFI) issued by the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Office of Mental Health (OMH), for market research on Structured Self-Assessment Data Capture Software Maintenance and Technical Support. The VA seeks industry feedback on a Draft Performance Work Statement to support measurement-based care and screening in mental health treatment. The required software solution must enable staff to send patient-reported outcome measures (PROMs) to Veterans via text, email, or tablet; capture responses and populate them into the Electronic Medical Record (EMR) or other authorized data repositories; and support provider and Veteran direct entry of program evaluation data with options to bypass the EMR and supply data directly to OMH. Key integration requirements include compatibility with Oracle/Millennium and Vista/CPRS systems, desktop, touchpad, and mobile accessibility, and integration with existing VA IT infrastructure. The current BHL software tool has grown from fewer than 100 to over 4,000 daily uses, with expectations for continued growth over the next five years, requiring vendors to address scalability and support capacity.

Responses are due by 11:00 AM ET on March 4, 2026, submitted to John Mason (john.mason13@va.gov) and David Long (david.long4@va.gov). Vendors must provide a maximum 20-page submission demonstrating similar work experience in scope and complexity, including examples of prior assessments across multiple platforms and VA healthcare IT system integration. Required vendor information includes company name, contact details, business size and status, NAICS code (541511 – Custom Computer Programming Services, $34 million size standard), socioeconomic data, System for Award Management Unique Identity Number, and existing contractual vehicles. Vendors must address feasibility, proposed contract type, schedule, CLIN/price structure, team level of effort and labor categories, deliverables, data requirements, generative AI tool usage, FedRAMP authorization status, federal agency Authority to Operate (ATO) status, and proposed payment terms. The VA intends to provide limited payment until FedRAMP authorization and VA ATO approval are achieved, followed by monthly subscription payments for base and option periods. This RFI is for planning purposes only with no obligation to acquire services, no funds authorized, and no entitlement to payment for response costs.

Department of Veterans Affairs Request for Information Structured Self-Assessment Data Capture Software Maintenance and Technical Support February 17, 2026

This is a Request for Information (RFI) only. Do not submit a quote. This RFI is for planning purposes only and shall not be considered a Request for Quotation. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for quotes or the authority to enter into negotiations to award a task order. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Department of Veterans Affairs (VA) in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI.

The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Office of Mental Health (OMH), the Veteran Integrated Service Network (VISN) 4 Mental Illness Research Education and Clinical Center (MIRECC), Office of Specialty Care, and the Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program (SSG Fox SPGP), part of the Office of Suicide Prevention (OSP) have requirements for software that supports VA’s clinical priority of using measurement-based care and screening in the treatment of mental illness and other health conditions (i.e., complex chronic conditions). OMH also requires software for the collection of program evaluation data mandated by OMH policy. Measurement-based care encompasses the use of standardized patient reported outcomes (PRO’s) to inform clinical decision making and/or to screen for symptoms and other health concerns. PROs are standardized questionnaires with items that ask about a range of health symptoms and treatment outcomes. To satisfy this requirement, VHA shall require software configuration, maintenance and technical support to accomplish these goals.

The overarching need for the VA is to have a software solution that allows staff to send patient reported outcome measures (PROMs) to Veterans by text or email as well as on properly configured tablet and for those responses to be returned and populated in the Electronic Medical Record or other properly authorized data repositories. This software solution should also support provider and Veteran direct entry of program evaluation data with an option to circumvent the Electronic Medical Record and supply data directly to OMH.

The Government requests Industry to review and provide commentary on the attached Draft Performance Work Statement (PWS) for Structured Self-Assessment Data Capture Software Maintenance and Technical Support. The Government intends to review RFI responses to exchange information and improve industry’s understanding of the Government requirement and the Government’s understanding of industry capabilities. This will allow potential offerors to judge whether or how they can satisfy the Government’s requirements and enhance the Government’s ability to obtain quality supplies and services.

Submittal Information:

1. All responsible sources may submit a response in accordance with the information below. As part of your market research response, please provide a maximum 20-page submission detailing similar work experience to that of the Structured Self-Assessment Data Capture Software Maintenance and Technical Support PWS. Specifically, the work example(s) should be similar in scope and complexity. The complexity of this effort stems from integrating the software solution into the existing VA systems including electronic health records. The work example(s) provided in the submission should demonstrate the following:

a. Demonstrate ability to develop new assessments that are able to be accessed through desktop, touchpad, and mobile.

b. Assessment responses to be returned and incorporated into the Veterans electronic medical file in the Oracle/Millennium and Vista/CPRS systems.

c. Ability to integrate solutions with existing VA IT systems. Preference for experience with integrating solutions with VA healthcare IT systems, including electronic health record systems.

2. The use of the current BHL software tool, since the year VA has started using it, has grown exponentially, from less than 100 to over 4,000 uses daily. We expect usage to continue growing for the next 5 years. This has resulted in additional support requirements, help desk calls, and policy enforcements. How will you accommodate this growth and how would you suggest the government work with you on this issue?

3. Interested vendors shall provide constructive comments and/or feedback regarding the following elements of the proposed procurement:

a. Proposed contract type

b. Schedule

c. Industry to propose a CLIN/Price Structure; note VA may not know all of the specific projects to be worked under the contract at the time of solicitation or award

k. Does your company’s SaaS product have an ATO from any federal agency?

l. For the SaaS portion of this effort, VA intends on providing limited payment until the SaaS product has achieved a FedRAMP Authorization and a VA Authority to Operate (ATO). Once approved by the VA Authorizing Official, VA intends on setting up a monthly subscription payment for the duration of the base period and option periods, if exercised.
