About this file

This is a Combined Presolicitation Notice and Notice of Intent to Sole Source for specialized leadership development training services.

The U.S. Department of Health and Human Services, Administration for Children and Families (ACF) intends to award a sole-source, firm-fixed-price contract to DevelopUs Worldwide, LLC (UEI: CSZ7ZH721F98; CAGE: 9P6B8) for executive and leadership development services. The acquisition is set aside for small business and will be conducted under simplified procedures pursuant to 41 U.S.C. 1901. ACF requires specialized services to finalize, refine, and transition the ACF Lead Forward Leadership Development Framework for non-supervisory employees, including curriculum completion, facilitator guides, participant materials, assessments, learning activities, SCORM-compliant digital learning assets, train-the-trainer delivery, evaluation support, and comprehensive transition documentation. The framework is currently 80–85% complete, and the requested services will transition it to full internal government use by ACF University with a target launch date of January 1, 2027. The sole-source justification is based on the framework's reliance on DevelopUs Worldwide's proprietary intellectual property, including leaderLife®, SBFI Feedback Model, and GROWTH Coaching Model, which are not licensed to third-party vendors.

The response deadline is September 2, 2026, at 2:00 PM ET, with planned contract award on or before September 30, 2026. The notice invites capability statements from all responsible sources, which must address transition and integration strategies to complete the remaining 15–20% of the framework without redesign and intellectual property compliance, including either evidence of authorization to use proprietary tools or proof that alternative solutions can be integrated without violating third-party intellectual property rights. Responses should be submitted via email to Contracting Officer Chelsea Dean (Chelsea.Dean@hhs.gov) or Contract Specialist Christopher Capers (Christopher.Capers@hhs.gov). The Government reserves discretion to determine whether to proceed with the sole-source award or conduct a competitive procurement based on submissions received.

COMBINED PRESOLICITATION NOTICE AND NOTICE OF INTENT TO SOLE SOURCE

Scope: Specialized Leadership Development Training NAICS: 611430 – Professional and Management Development Training PSC: U008 – Education/Training- Training/Curriculum Development Publish Date: August 26, 2026 Response Date/Time: September 2, 2026, at 2:00 PM ET Set-Aside: Sole Source to Small Business

1.0 Purpose and Intent

The U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), intends to negotiate and award a sole-source, firm-fixed-price contract to DevelopUs Worldwide, LLC (UEI: CSZ7ZH721F98; CAGE: 9P6B8) for specialized executive and leadership development services. This sole-source acquisition is being conducted under RFO FAR 12.201-1 simplified procedures pursuant to 41 U.S.C. 1901. This announcement serves as a Combined Presolicitation Notice and Notice of Intent to Sole Source. This is not a Request for Proposal (RFP) or Request for Quote (RFQ). The Government plans to award this contract on or before September 30, 2026.

2.0 Background

ACF requires specialized leadership development design, development, implementation support, and knowledge-transfer services to complete, refine, and transition the ACF Lead Forward Leadership Development Framework for non-supervisory employees. Required support includes finalizing curriculum, facilitator guides, participant materials, assessments, learning activities, SCORM-compliant digital learning assets, train-the-trainer delivery, evaluation support, and comprehensive transition documentation in fully editable formats for internal Government use by ACF University.

This requirement reflects continuity with ACF’s substantially developed leadership framework, currently assessed at approximately 80–85% complete, and supports active courses currently delivered to ACF staff. During FY2023–FY2025, ACF integrated proprietary leadership development training components into ACF University under the Government Employees Training Act. The requested services will transition this framework to full internal government use by a target launch date of January 1, 2027.

3.0 Authority and Rationale

The statutory authority permitting this acquisition is 41 U.S.C. 3304(a)(1), as implemented by 41 U.S.C.

1901 (pursuant to RFO FAR 12.201-1), which permits other than full and open competition when the services required are available from only one responsible source and no other type of services will satisfy agency requirements.

The ACF Lead Forward curriculum is built upon preexisting, proprietary intellectual property owned exclusively by DevelopUs Worldwide, LLC (specifically leaderLife®, SBFI Feedback Model, and GROWTH Coaching Model). Market research confirms that DevelopUs Worldwide, LLC does not license or authorize third-party vendors to deliver, modify, or reproduce these materials. As the Government’s requirement is to complete the existing framework, not procure a new one, DevelopUs is the only source capable of performing the work without causing substantial duplication of cost and unacceptable delays to the program.

4.0 Capability Statement Submission Instructions

This Notice of Intent is not a request for competitive quotes. However, all responsible sources may submit a capability statement, which shall be considered by the agency if received by the closing date and time of this notice.

Submissions must present verifiable evidence of the respondent's ability to meet the Government’s minimum needs without causing operational disruption or substantial duplication of cost. To be considered, capability statements must address the following:

1. Transition & Integration: A detailed approach demonstrating how the respondent will finalize the remaining 15-20% of the existing ACF framework to meet the January 1, 2027 launch date without requiring a redesign.

2. Intellectual Property Compliance:

• If proposing an alternative, evidence that the solution can be integrated without violating third-party intellectual property rights while preserving program outcomes.

• Alternatively, if proposing to use the incumbent's proprietary tools, the respondent must provide evidence of authorized access or licensing to deliver, reproduce, and modify those specific materials.

Submission Details:

Responses must be submitted via email no later than the date and time specified above.

• Contracting Officer (CO): Chelsea Dean, Chelsea.Dean@hhs.gov

• Contract Specialist (CS): Christopher Capers, Christopher.Capers@hhs.gov

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
