About this file

This is an Amendment #1 Questions and Answers document for the University of Wisconsin-Madison's solicitation 2026-UWMSN-01153-RFB for residence hall foam mattresses. The solicitation seeks competitive bids for foam mattresses to supply UW-Madison's residential housing facilities, with responses required by January 7, 2026, through the online bidding platform at https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=UWisconsin. The contract term runs from February 1, 2026, through January 31, 2029. Mattresses will be delivered as needed by building to various residence halls and university apartments across the UW-Madison campus, with offloading responsibilities limited to no more than 10 feet from the delivery vehicle, typically handled by University Housing. The University reserves the right to award to multiple vendors to ensure its needs are met.

Bidders must complete all fields on the Attachment A Itemized Bid List, including a mandatory mattress recycling fee that is weighted dollar-for-dollar with mattress pricing in determining the extended grand total award. Mattresses must meet a minimum thickness requirement of 7 inches and must comply with all specified testing requirements, including the Boston Fire burn test and CAL 129 standards; innerspring mattresses will not be considered. Recycled mattresses will be staged and ready for pickup at potentially multiple building locations rather than removed from individual dorm rooms. Awards will be made on the basis of the lowest extended grand total, and interested vendors should direct all questions to Trisha Wilson at tawilson2@wisc.edu.

Amendment #1 for Residence Hall Foam Mattresses for UW-Madison 2026-UWMSN-01153-RFB Questions and Answers

Q.1. Would you consider an innerspring mattress with a three inch 13 gauge innerspring with 2.5" of foam on each side? The mattress would be 36" x 80" x 8" (However we can make the dimensions however you prefer)

A.1. No, we would not consider an innerspring mattress.

Q.2. I wanted to clarify the mattress recycling fee, since many of the vendors bid this at $0. Is the Recycling Fee a mandatory part of the bid? Will Bids without recycling fee be accepted?

Under the terms of the contract, would our company be obligated to recycle all the old mattresses from the University during the course of the contract? Are we to assume every mattress that is taken out of commission from February 1, 2026, through January 31, 2029, we would have to recycle or do most residence locations have their own disposal practice?

Finally, is this weighted on equal footing dollar for dollar compared to the mattress price itself?

A.2. It is mandatory that all fields on Attachment A, Itemized Bid List, be completed. The mattress recycling fee is mandatory, but the fee can be, for example, $0. It is possible that every mattress would need to be recycled by the vendor. Typically, we find donation partners for most of the mattresses, and they do not need to be recycled by the vendor, but that is not a guarantee.

Yes, the mattress recycle fee is weighted dollar-for-dollar the same as the mattress prices in the extended grand total. As stated in Section 2.5, Method of Award, Award(s) shall be made on the basis of the lowest extended grand total. The University reserves the right to award to multiple vendors, in order to ensure the needs of the University are met.

Q.3. According to para 4.2 FOB Destination, "Delivery will be made by common carrier or Contractor’s truck, with unloading to be performed by the carrier/contractor and carton(s) transported to a designated interior/ground floor space or inside dock at various locations on the UW-Madison Campus." - Can you confirm the requirement to offload is correct? If so, can you provide more detailed information on the offload locations? (i.e. Will we be required to offload/deliver further than 10 feet from the truck, etc?)

A.3. Typically offloading is handled by University Housing. There will be no requirement to offload more than 10’ from the truck.

Q.4. Attachment A - Itemized Bid List, Line Item 6, Mattress Recycle Fee; Will contractor be required to remove mattresses from dorm rooms or will they be staged/ready for pickup at a centralized location?

A.4. Mattresses will be staged and ready for pickup. It is possible there will be pickup from multiple buildings.

Q.5. I noticed that there is not a specific height of the mattress designated. Is there a required height of the mattress? Will 7 inches work?

Also, there is a note about the Boston Fire burn test. Is this a hard and fast requirement? In our opinion, this is a somewhat odd fire test. Our products meet all other test requirements (including CAL 129, one of the more rigorous tests).

A.5. Mattress minimum thickness of 7”. All testing listed in the specifications is required.

Q.6. Is there a required thickness of the mattress?

A.6. Mattress minimum thickness of 7”.

Q.7. Will these be delivered all at once or as needed? Will these all be delivered to the same location or multiple. Please provide the address where they would be delivered.

A.7. Mattresses will be delivered as needed by building. Building locations can be any Residence Hall or University Apartment on UW Madison Campus.
