About this file
This is Amendment #1 to Request for Bid 2026-UWMSN-01101-RFB issued by the University of Wisconsin-Madison for mold remediation, site restoration, duct cleaning, and insulation removal services. The amendment addresses procedural clarifications regarding the bidding process. The questions and answers deadline is January 5, 2026, at 5:00 PM Central Time, and electronic bid submissions are due by January 19, 2026, through the ShopUW+ online bidding platform. The new contract will replace the existing Contract 21-5106, which terminates on January 31, 2026. For the new contract, bidders are required to submit hourly labor rates for three simplified job classifications: project manager, supervisor, and general technician, allowing vendors to define these titles according to their company structure.
Regarding pricing, the amendment clarifies that the 2021 price list referenced from the existing Contract 21-5106 represents the most current rates on file from previously awarded vendors and will no longer apply after the incumbent contract expires. Vendors may submit additional pricing details and line cards for informational purposes, but only items listed on the itemized bid list will be used for award consideration. All pricing information is public record under Wisconsin state law and cannot be designated as confidential, becoming available when bids are opened. Bidders should consult the Terms and Requirements document for detailed guidance on bid methodology and award criteria, as outlined in sections 2.5, 2.6, and 4.1. All questions must be submitted to Brad Bauman at brad.bauman@wisc.edu.

AMENDMENT #1 for 2026-UWMSN-01101-RFB
MOLD REMEDIATION, SITE RESTORATION, DUCT CLEANING, INSULATION REMOVAL SERVICES
1. When is the deadline to ask any questions?
Q&A Submission Close Date: 1/5/2026 at 5:00 PM CT.
2. Are the rates attached original 2021 rates or current ones? We want to be sure we are comparing our rates correctly to others?
The "2021" price list for the existing Contract 21-5106 found here https://www.bussvc.wisc.edu/purch/contract/wp5106.html are the most current rates we have on file from the vendors that were awarded. Vendors are able to submit price increases after the first year of the contract. This existing contract will end Jan. 31, 2026. For the new contract that will be replacing 21-5106, please submit hourly rates for the lots your company intends to bid on. For more information, please view the "Terms and Requirements" document found in the Buyer Attachments of the Sourcing Module, specifically 2.5 Method of Bid and 2.6 Method of Award. Additionally, view 4.1 Firm Prices.
3. We noticed the titles are different on attached price sheet vs the submission template. Do you have a set definition of these titles, or should we submit how we define each? We want to make sure we are appropriately pricing each title.
The "2021" price list is related to the existing Contract 21-5106 that will be ending Jan. 31, 2026; this contract and it's current prices can be found here: https://www.bussvc.wisc.edu/purch/contract/wp5106.html. After this current contract ends, those labor rates will no longer apply. The new contract will replace 21-5106, and for this new contract we only ask for three labor titles as a means to simply the bid submittal process. For any lot your company intends to bid on, we ask that you provide an hourly labor rate for however your company defines a "project manager", "supervisor", and "general technician". For more information, please view the "Terms and Requirements" document found in the Buyer Attachments of the Sourcing Module, specifically 2.5 Method of Bid and 2.6 Method of Award. Additionally, view 4.1 Firm Prices. Bidders can upload additional prices and/or a line card for informational purposes, but only the items on the itemized bid list will be used for consideration of award.
4. If we submit additional pricing detail into section 3.1.3 is that information public or is only the information on the Itemized Bid list public as shown below?
Pricing in the State of Wisconsin is always a matter of public record. See question 2.1.5 and form DOA-3027 for DESIGNATION OF CONFIDENTIAL AND PROPRIETARY INFORMATION, however, prices always become public information when bids/proposals are opened and therefore cannot be kept confidential.
