About this file

This is an Amendment 1 Questions and Answers document for the University of Wisconsin-Madison's Request for Bid (RFB) 2026-UWMSN-01046-RFB for Environmental Laboratory Testing Services and Supplies. The amendment addresses three technical inquiries from prospective bidders regarding specific testing methodologies and product substitutions. For Lot 1 items 4-6 concerning TEM Air analysis, the University requires bidders to provide pricing for AHERA, NIOSH 7402, and Yamate Level II methodologies if pricing differs between these approaches, with each price clearly labeled by corresponding methodology. The document clarifies the University's position on alternative testing methods and product substitutions, establishing that bidding alternates is permitted across the solicitation.

The amendment confirms that bidders proposing alternative items, services, or testing methodologies must submit complete specifications, documentation, and performance details demonstrating equivalency to the originally specified requirements. Specific examples include acceptance of EPA Method 7000B as a potential substitute for NIOSH 7082 in Lead Air FLAA analysis (Lot 2, items 25-27) and Lynx products Lead Wipes as a potential substitute for Ghost Wipes in Lot 4, item 49, provided they meet ASTM E1792 criteria. The University explicitly reserves the right as sole judge to determine whether proposed alternates are acceptable based on submitted technical documentation and performance comparisons. This framework allows qualified laboratories with different accreditations or preferred materials to participate while maintaining stringent technical standards.
