About this file

This Request for Proposal (RFP) issued by the Cuyahoga County Court of Common Pleas, Juvenile Court Division seeks vendors to provide summer enrichment programming services for youth detained in the Cuyahoga County Detention Center. The program will operate from June 15, 2026, through August 2, 2026, during school hours to provide positive activities and social-emotional learning opportunities to detained youth aged twelve to twenty. Vendors may submit proposals for one or more of four service categories: Creative and Expressive Arts, Health & Wellness, Cultural and Social Competency, and Education and Life Skills. Programming will be delivered in group sessions lasting one to one-and-a-half hours, with vendors able to provide services from one to four days per week. The proposal submission deadline is Thursday, May 14, 2026, at 4:30 p.m., with electronic submissions directed to Sharon Allen, Contract Specialist, at Sallen@cuyahogacounty.gov. Anticipated participant groups will consist of approximately ten to fifteen youth per session per day, segregated by gender but potentially mixed by age within the twelve-to-twenty age range. All programming must comply with Cuyahoga County Juvenile Detention Center guidelines and local health department directives, with vendors required to provide contingency programming if in-person services are restricted.

Compensation will be provided on a per-hour unit cost basis, with vendors required to submit detailed budgets that clearly identify all allowable costs associated with the proposed services. The budget narrative must justify cost categories, and vendors must certify that pricing was determined independently without collusion. Non-allowable expenses include research activities, team meeting participation, orientation sessions, fundraising, staff awards, profit-oriented expenses, donations, staff entertainment, and incentives. Vendors must demonstrate financial capacity to operate while awaiting county payment, as delays in county payment services may occur. The Court reserves the right to reject any or all proposals, waive minor irregularities, request amendments, or cancel the RFP at its discretion. Funding is contingent upon availability of funds and program effectiveness. Vendors must carry appropriate insurance coverage, comply with criminal background check and child abuse reporting requirements under Ohio Revised Code, maintain strict confidentiality of client information, and comply with all anti-discrimination and Americans with Disabilities Act requirements. The vendor will serve as an independent contractor responsible for all payroll taxes and social security contributions.

GENERAL INFORMATION

A. Court Overview

Cuyahoga County Court of Common Pleas, Juvenile Court Division serves as the only Court of law for all juvenile delinquent and status offenders in Cuyahoga County. In addition, the Court hears all juvenile traffic offenses, abuse, neglect and dependency charges, parent/child relationship cases, private custody cases and many child support cases filed within the County. The Court also operates a Juvenile Detention Center, where youth are held pending their next court hearing for reasons of public safety or threat of non-attendance at future court proceedings. The mission of

Juvenile Court states: to administer justice, rehabilitate juveniles, support and strengthen families and promote public safety.

B. Program Overview

This Request for Proposal (RFP) seeks responses from vendors interested in providing services to the Court for the Summer Enrichment Program for residents of the Detention Center. The project may begin as early as June 15, 2026 and run through August 2, 2026. The Court seeks to have programming available throughout the week during school hours to minimize idle time. The goal of the program is to enhance social and emotional learning through hands-on, self-instructional approaches. Youth will benefit from the program by engaging in positive activities provided by vendors and increasing exposure to new social, emotional, and cultural experiences.

These experiences will aid youth in creative expressions to counter pro-criminal thinking. The program objectives include teaching the youth problem-solving skills and engaging youth in pro-social activities. Another purpose of the program is to support a curriculum in lieu of a traditional education environment during these summer weeks to enhance the detained youth’s emotional well-being. The Court seeks collaboration with those vendors that have experience with this population and are able to provide specific programming for youth that are underserved and may have emotional/behavioral issues.

C. Funding

The funding for the Summer Enrichment Program will be available on a per hour unit cost basis.

Funding for the project is contingent upon the availability of funds and the effectiveness of the program. The project may begin as early as June 15, 2026, and run through August 2, 2026.

The dates for this project may fluctuate based upon the dates the residents must be in school.
