The proposal narrative must not exceed 5 pages and must include: a project summary with objectives and anticipated impact; organization background demonstrating capability and prior government grant experience; a clear problem statement; detailed project methods, design, activities, and deliverables with measurable objectives and goals; a proposed project schedule with specific dates, times, and locations; identification of key personnel with relevant experience and time allocation; names and involvement of project partners and sub-awardees; future funding and sustainability plans; and a Monitoring and Evaluation Performance Monitoring Plan with "If-Then" statements and outcome indicators.
The underlying grant opportunity funds projects addressing four primary areas: Shared Cultural, Sports, and Educational Ties; American Technology and Scientific Achievement; Economic Prosperity in the Pacific; and Peace and Security. The program is administered by the Department of State under the Public Diplomacy Programs (CFDA 19.040), which supports educational, cultural, and public engagement activities promoting American excellence and strengthening U.S. bilateral relationships. Typical award amounts under this federal grant program range from $5,000 to $500,000 with project performance periods spanning 6 to 24 months, utilizing cooperative agreements and grants as funding mechanisms.
