About this file
This is an Original Equipment Manufacturer (OEM) Statement of Compliance template addressing limitations on telecommunications equipment procurement. The document requires OEM certification that the company complies with Section 208 of the Legislative Branch Appropriations Act, 2020 (P.L. 116-94), which prohibits the acquisition of certain telecommunications equipment and high-impact or moderate-impact information systems. Compliance is defined according to security categorization standards established in the National Institute of Standards and Technology (NIST) Federal Information Processing Standard Publication 199, "Standards for Security Categorization of Federal Information and Information Systems."
The statement is a certification form that requires signature and date from a company's certifying officer, including their name and title. The document represents the OEM's representation "to the best of its knowledge and belief" regarding compliance status. This template is version 3 as of February 2022 and serves as a compliance certification mechanism for federal contracting purposes where telecommunications equipment or designated information systems are involved in the procurement.
