About this file

This is an Original Equipment Manufacturer (OEM) Statement of Compliance template related to telecommunications equipment procurement restrictions.

The document requires OEM certification of compliance with Section 208 of the Legislative Branch Appropriations Act, 2020 (P.L. 116-94), which prohibits the acquisition of certain telecommunications equipment and high-impact or moderate-impact information systems. Compliance is measured against security categorization standards defined in the National Institute of Standards and Technology's (NIST) Federal Information Processing Standard Publication 199, "Standards for Security Categorization of Federal Information and Information Systems." The template requires the certifying officer to provide their name, title, date, and signature to attest that the OEM is in compliance with these telecommunications equipment procurement limitations to the best of the OEM's knowledge and belief. This is a template document intended for use as a compliance certification form in federal contracting solicitations.
