About this file
This document is an Original Equipment Manufacturer (OEM) Statement of Compliance template regarding limitations on telecommunications equipment procurement.
The form certifies that the OEM is in compliance with Section 208 of the Legislative Branch Appropriations Act, 2020 (P.L. 116-94), which prohibits the acquisition of certain telecommunications equipment and high-impact or moderate-impact information systems. Compliance is determined by reference to the National Institute of Standards and Technology (NIST) Federal Information Processing Standard Publication 199, "Standards for Security Categorization of Federal Information and Information Systems." The statement requires certification by a company officer with authority to bind the organization, and must include the certifying officer's name, title, signature, and date. This is a template document (Version 3, February 2022) that OEMs must complete and submit as part of federal contract proposals or solicitation responses to demonstrate their adherence to federal telecommunications procurement restrictions.
