About this file

This is a Notice of Intent to Award issued by the State of Michigan's Department of Technology, Management & Budget (DTMB) Printing Services regarding the completion of evaluation for Request for Quote (RFQ) #26*0290 for the 2026 Michigan Fall Turkey Hunting Regulations printing project. The project involves the printing of 7,400 copies of the 2026 Michigan Fall Turkey Hunting Regulations document. The DTMB Printing Services evaluated four bidders and recommended LAWSON as the successful vendor. The evaluation process considered multiple criteria including pricing, turnaround time, price hold period, Michigan manufacturing capability, and vendor experience. Bidders were required to submit quotes addressing these evaluation factors, with the award recommendation made to the responsible bidder offering the best value combination to the State of Michigan.

Four vendors submitted bids for this printing project: LAWSON at $3,477.00 with a 12-week turnaround, Lightning Litho at $3,497.23 with a 10-week turnaround, Image Printing at $3,940.20 with a 10-week turnaround, and PrintWell at $4,521.85 with a 10-week turnaround. All bidders demonstrated the ability to print in Michigan and indicated 25 years of relevant experience. LAWSON's recommendation as the preferred vendor was based on offering the lowest price while meeting the evaluation criteria. The Notice of Intent to Award does not guarantee final contract award, as DTMB Printing Services reserves the right to perform the work in-house. Vendors had the opportunity to file protests of the award decision through the Vendor Self Service portal within a specified deadline. Questions regarding the project should be directed to print consultant Brad Schumann at 517-636-6143 or SchumannB@michigan.gov.
