About this file
This is a Statement of Work (SOW) for BLM Alaska Solicitation 140L6326Q0005 regarding winter fuel delivery to a remote location in Alaska. The Bureau of Land Management requires the delivery of 1,300 gallons of Jet-A fuel to the Ikpikpuk fuel tank, a 3,000-gallon facility located approximately 140 miles west of Prudhoe Bay within the National Petroleum Reserve in Alaska (NPR-A). The site is accessible only by overland transport during the winter season and has coordinates of 70°27.290', -154°20.071'. The fuel delivery is required to support helicopter-based field work scheduled for summer 2026.
The contractor must arrange overland delivery using low ground pressure vehicles to minimize tundra damage and obtain all necessary BLM and North Slope Borough authorizations for travel within NPR-A. Access requires navigation via the Community Winter Access snow trail with a short spur trail to be constructed to reach the tank site. Private industrial roads from Deadhorse to drill site 2P may require specific permits and security clearance. The delivery must be completed prior to the close of the winter overland travel season, historically April 15. All applicable federal and state laws, regulations, and permit stipulations must be followed. Questions regarding the solicitation must be submitted by 5 p.m. Alaska Time on March 3, 2026, to Contracting Officer Lisa Brune at lbrune@blm.gov, with responses provided by solicitation amendment.

BLM Alaska Solicitation 140L6326Q0005 Statement of Work 2026 NPR-A Winter Jet A Fuel Delivery
1.0 Background
The Bureau of Land Management (BLM) maintains a remote 3000-gallon Jet-A fuel tank on the North Slope of Alaska within the National Petroleum Reserve in Alaska (NPR-A) at a site known as Ikpikpuk. The tank must be filled by overland transport during the 2025/2026 winter season to support helicopter-based field work in summer 2026.
The Ikpikpuk tank is located approximately 140 miles west of Prudhoe Bay in a remote area (see Attachment A). There are no buildings or facilities at the site (see Attachment B photo). The location is not accessible by road or fixed wing aircraft. The closest road ends approximately 95 miles from Ikpikpuk at drill site 2P, where the Community Winter Access Trail, constructed and maintained by the North Slop Borough, begins.
Access to drill site 2P from Deadhorse is not public, and driving these private industrial roads typically requires authorization, such as specific permits or security clearance and requires strict adherence to security and safety protocols for industrial access. The Community Winter Access snow trail passes near the Ikpikpuk tank site; however, a short spur snow trail would need to be constructed to access the site.
